<br /> RESOLUTION NO. PC-2025-15 <br /> <br />A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF <br />PLEASANTON APPROVING A CONDITIONAL USE PERMIT TO BALLISTIC UNITED <br />SOCCER CLUB TO OPERATE AN OUTDOOR FUTSAL FACILITY AT THE <br />ALAMEDA COUNTY FAIRGROUNDS, FILED UNDER CASE NO. P25-0244 <br /> <br />WHEREAS, on May 19, 2025, Kevin Crow, on behalf of Ballistic United Soccer Club <br />(BUSC) applied for a Conditional Use Permit to operate a year-round <br />outdoor Futsal facility at the Alameda County Fairgrounds, located at 4501 <br />Pleasanton Avenue (the “Project”); and <br /> <br />WHEREAS, the Property is designated Public Institutional in the City’s General Plan; <br />and <br /> <br />WHEREAS, the Property is zoned Public & Institutional (P) District on the City’s zoning <br />map; and <br /> <br />WHEREAS, based on the September 10, 1997 Land Use Agreement for the Alameda <br />County Fairgrounds between the County of Alameda (County) and the City <br />of Pleasanton (City), the proposed use is not a historical use; thus, it is <br />subject to City’s review and approval; and <br /> <br />WHEREAS, pursuant to Sections 15301, 15303 and 15304 of California Environmental <br />Quality Act (CEQA) and Guidelines, the project is categorically exempt <br />from further CEQA review; and <br /> <br />WHEREAS, at its duly noticed public meeting of July 23, 2025, the Planning <br />Commission considered the written agenda report, all public testimony, <br />relevant exhibits, and staff recommendations. <br /> <br />NOW, THEREFORE BE IT RESOLVED by the Planning Commission of the City of <br />Pleasanton that: <br /> <br />Section1. Prior to taking action on the Project, and at a properly noticed public meeting, <br />the Planning Commission reviewed written and oral staff report, conducted <br />a public hearing on the Project and took testimony, and received into the <br />record all pertinent documents related to the Project (collectively, the <br />“Record Evidence”). The Planning Commission’s determination is based <br />on the Record Evidence, which is incorporated into this Resolution by <br />reference. <br /> <br />Section 2.
