Resolution No. PC-2025-15 <br />Page 2 of 4 <br /> <br />additional environmental review is required. The subject Property is <br />currently covered in crushed gravel. The proposed futsal facility, which <br />includes three new artificial turf fields, lighting and portable generators, <br />and will use the remaining crushed gravel area for parking, involves minor <br />alterations of an existing public facility involving negligible expansion of <br />existing use (15301). The Project is also considered new construction of <br />small facilities (15303). Likewise, it consists of minor alterations in the <br />condition of land which do not involve the removal of healthy, mature <br />scenic trees and has negligible or no permanent effects on the <br />environment (15304). <br /> <br /> <br />Section 3. The Planning Commission finds that the Project conforms to all applicable <br />objective standards of the Pleasanton Municipal Code, Zoning Ordinance and other <br />adopted standards. <br /> <br />Section 4. With respect to the Conditional Use Permit, the Planning Commission also <br />finds that the Project was reviewed pursuant to the following findings set forth in Section <br />18.124.070 of the Pleasanton Municipal Code: <br /> <br />A. That the proposed location of the conditional use is in accordance with the <br />objectives of the zoning ordinance and the purpose of the district in which <br />the site is located. <br /> <br />One of the primary concerns in reviewing a CUP application is the effect of the <br />proposed use on surrounding uses. The Land Use Element of the General Plan <br />designates the subject property as “Public Institutional.” The zoning for the <br />project site is P (Public & Institutional) District. Additionally, there is a land use <br />agreement between the County and City regulating review protocol on uses <br />taking place at Fairgrounds. <br /> <br />Based on the Goal and Program in the Community Character Element of the <br />2005-2025 General Plan, and the land use agreement, the proposed use <br />would provide opportunities for families and individual community members <br />through activities and special events and bring members of the community into <br />contact with one another. In addition, the proposed use would bring communities <br />from a broader region together. Thus, the Planning Commission finds that this <br />finding can be made. <br /> <br />B.
