<br /> <br /> <br /> <br />Resolution No. PC-2025-12 <br /> <br />A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF PLEASANTON <br />FINDING THE PROJECT IS WITHIN THE SCOPE OF THE INITIAL STUDY/NEGATIVE <br />DECLARATION ADOPTED BY THE CITY COUNCIL FOR PUD 86-11 AND APPROVING AN <br />APPLICATION FOR A DESIGN REVIEW AT 5555 W. LAS POSITAS BOULEVARD, AS <br />FILED UNDER CASE NO. P24-0532 <br /> <br /> <br />WHEREAS, on August 29, 2025, Molly Swenson, on behalf of Stanford Health Care <br />Tri-Valley, (“Applicant”) applied for Design Review approval under case No. P24-0532 to <br />construct a three-story, approximately 66,000-square-foot building addition, one water and <br />three wastewater storage tanks, and related site improvements for Stanford Health Care <br />Tri-Valley located at 5555 W. Las Positas Boulevard (the “Project”); and <br /> <br />WHEREAS, zoning for the property is PUD-P-I (Planned Unit Development – Public & <br />institutional) District; and <br /> <br />WHEREAS, on October 28, 1986, the City Council adopted Ordinance No. 1275, <br />approving PUD-86-11 for an up to approximately 488,000-square-foot master planned medical <br />center complex at this location; and <br /> <br />WHEREAS, PUD-86-11 contemplates development of the medical center complex in <br />several phases, with development within future phases subject to Design Review approval by <br />the Planning Commission; and <br /> <br />WHEREAS, on May 28, 2025, the Planning Commission held a duly-noticed public <br />hearing and considered relevant exhibits, recommendations of the City staff concerning this <br />application, and received testimony from the applicant and interested parties . <br /> <br />NOW, THEREFORE BE IT RESOLVED by the Planning Commission of the City of <br />Pleasanton, based on the entire record of proceedings, including the oral and written agenda <br />reports and all public comment and testimony: <br /> <br />Section 1: Prior to taking action on the Project, and at a properly noticed public meeting, the <br />Planning Commission reviewed written and oral staff reports, conducted a public hearing on <br />the Project and took testimony, and received into the record all pertinent documents related to <br />the Project (collectively, the “Record Evidence”). The Planning Commission’s determination is <br />based on the Record Evidence, which is incorporated into this Resolution by reference. <br /> <br />Section 2: Findings for California Environmental Quality Act (CEQA) <br />The Planning Commission finds an Initial Study/Negative Declaration for Valley Memorial <br />Hospital was adopted by the City Council for PUD-86-11 which included a rezoning from Public <br />and Institutional to Planned Unit Development-Public and Institutional District and development <br />plan approval for an approximately 488,000-square-foot medical center complex and related <br />facilities to be constructed in four phases, located on a n approximately 27.7 acre site, located <br />at the northwest corner of the intersection of Santa Rita Road and West Las Positas Boulevard <br />Docusign Envelope ID: 690AB28A-6A62-4ECB-9309-BC535EFC672BDocusign Envelope ID: 36B10924-68B9-4DAB-B45F-74C5F45ECB94
