Resolution No. PC-2025-12 <br />Page Two <br /> <br /> <br /> <br />(“the Project). Stanford Health Care Tri-Valley completed its affiliation with the ValleyCare <br />Health system in 2014. The proposed addition of approximately 66,000 square feet is within <br />the scope of the IS/ND, which results in a total square footage of approximately 348,425 <br />square feet (282,325 square feet (existing) + 66,000 square feet (addition)), which is 139,675 <br />square feet less than the 488,000 square feet originally approved in the PUD Master Site Plan. <br />The reconfiguration of the internal campus loop drive and the addition of water and wastewater <br />storage tanks and other site improvements are related facilities within the scope of the <br />previously approved IS/ND. The City is not required to prepare a subsequent EIR or <br />subsequent ND unless: 1) there are substantial changes to the project; 2) there are substantial <br />changes in the project’s circumstances or 3) new information that could not have been known <br />at the time the ND was adopted becomes available and such changes or new information <br />require major revisions to the previous ND due to new significant effects or a substantial <br />increase in the severity of previously identified significant effects (Public Resources Code <br />Section 21166; Guidelines Section 15162). There are no substantial changes to the project or <br />the circumstances under which the project is being undertaken that involve new significant <br />environmental effects or substantially increase the severity of previously identified impacts. <br />The proposed project is within the scope of the square footage and na ture of facilities analyzed <br />in the IS/ND and approved under PUD-86-11. Furthermore, there is no new information of <br />substantial importance that was unknown at the time the City Council adopted the IS/ND <br />regarding the project or its effects. Therefore, no ne w environmental document is required. <br /> <br />Section 3: Findings for Design Review Approval <br />With respect to the approval of the Design Review (Case P24-0532), the Planning Commission <br />has considered each of the nine criteria set forth in Section 18.20.030 of the Pleasanton <br />Municipal Code, with conformance to relevant criteria outlined as follows: <br /> <br />• The Planning Commission finds that the proposed design of the building addition would <br />be harmonious and of a design compatible with the existing building and aesthetics of <br />the medical center complex as a whole (Criteria 2 and 3), and would be of an <br />architectural style appropriate to the building and its surrounding (Criteria 7), since it <br />would include materials and a building design consistent with the architectural character <br />and themes of the existing development, such as using brick, accent brick, exposed <br />concrete columns, metal panels, and low-emissivity glazing, harmonizing with the <br />existing hospital and medical office structures. <br />• The Planning Commission finds the proposed development considers preservation of <br />the natural beauty on the site and the landscaping is designed to enhance the project <br />and streetscape. The project includes the removal of 22 on-site trees, which include <br />three (3) Heritage Trees. The project’s landscaping also includes the planting of forty- <br />three (43) trees and a variety of shrubs proposed throughout the project, most of which <br />would be planted around paseos and amenity areas (Criteria 1, 4 and 5). <br /> <br />The Planning Commission finds and concludes the considerations under the required Design <br />Criteria have been duly considered and made to approve the subject application. <br /> <br />Section 4: The Planning Commission hereby approves Case No. P24-0532, an application to <br />construct a three-story, approximately 66,000-square-foot building addition, one water and <br />three wastewater storage tanks, and related site improvements for Stanford Health Care <br />Docusign Envelope ID: 690AB28A-6A62-4ECB-9309-BC535EFC672BDocusign Envelope ID: 36B10924-68B9-4DAB-B45F-74C5F45ECB94
