PC-2025-09 <br /> <br />A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF PLEASANTON FOR <br />THE FOLLOWING: (1) ADOPT A CEQA GUIDELINES SECTION 15183 CONSISTENCY <br />CHECKLIST PURSUANT TO THE CITY OF PLEASANTON HOUSING ELEMENT UPDATE <br />FINAL ENVIRONMENTAL IMPACT REPORT (FEIR); (2) APPROVE HOUSING SITE <br />COMPLIANCE REVIEW AND VESTING TENTATIVE MAP 8680 APPROVAL PURSUANT <br />TO SB 330 FOR THE CONSTRUCTION OF: 1) 310 DETACHED TWO-STORY <br />SINGLE-FAMILY RESIDENTIAL HOMES WITH 62 JUNIOR ACCESSORY DWELLING <br />UNITS (JADU); 2) 102 MULTIPLE-FAMILY RENTAL UNITS IN FOUR, THREE-STORY <br />BUILDINGS AND SINGLE-STORY COMMUNITY BUILDING, INCLUDING 101 <br />AFFORDABLE HOUSING UNITS AND ONE MANAGER’S UNIT; 3) AN APPROXIMATELY <br />2-ACRE PARK OWNED/MAINTAINED BY THE DEVELOPMENT’S HOMEOWNERS <br />ASSOCIATION (HOA) WITH ACCESS TO THE GENERAL PUBLIC; 4) AND ON- AND <br />OFF-SITE IMPROVEMENTS; AND (3) RECOMMENDATION TO THE CITY COUNCIL TO <br />ENTER INTO AN AFFORDABLE HOUSING AGREEMENT FOR THE PROPOSED <br />PROJECT AS FILED UNDER CASE NO. P23-0480 AND VESTING TENTATIVE MAP 8680 <br /> <br />WHEREAS, on June 19, 2023, Square Mile Pleasanton, LLC, applied for: 1) Housing Site <br />Compliance Review (Case No. P23-0480) and Vesting Tentative Map 8680 <br />approvals pursuant to SB 330 for the construction of: a) 310 detached two -story <br />single-family residential homes with 62 junior accessory dwelling units (JADU) in <br />four villages; b) 102 multiple-family rental units in five, three-story buildings which <br />include 101 affordable housing units and one manager unit; c) an approximately <br />2-acre park owned/maintained by the development’s Homeowners Association <br />(HOA) with access to the general public; d) and on- and off-site improvements on <br />an existing approximately 51.62-acre vacant site, and 2) an Affordable Housing <br />Agreement for the proposed development located at 3300 Busch Road (APNs <br />946-1251-7-4, 946-1251-33 and 946-1251-8-9 (hereinafter “Project”); and <br /> <br />WHEREAS, the Property is designated Housing Element Sites Overlay (HESO) in the City’s <br />General Plan; and <br /> <br />WHEREAS, the Property is designated HOZ (Housing Opportunity Zone) / I-G-40,000 <br />(General Industrial) on the City’s zoning map; and <br /> <br />WHEREAS, a Consistency Checklist and supporting materials have been prepared to <br />determine and document whether and to what extent the City of Pleasanton <br />2023-2031 (6th Cycle) Housing Element Update Program Environmental Impact <br />Report (State Clearinghouse [SCH] No. 2022040091), addresses the potential <br />impacts of the proposed Villages at the Quarry (the Project) and whether the <br />Project qualifies for a mandatory streamlining exemption from additional <br />environmental review due to its consistency with the development density and <br />land use characteristics established by the City as required under the Initial <br />Study pursuant to California Environmental Quality Act (CEQA) Guidelines <br />Section 15183 Consistency Checklist was performed for this Project; and <br />Docusign Envelope ID: 2B93F64A-C49E-4C2A-BF54-785F6FDA6546
