THE CITY OF <br /> <br />pL£AS, NTONo <br /> <br />6G <br /> <br />City Council <br />Staff Report <br /> <br /> January 4, 2005 <br />Department of Public Works <br /> <br />SUBJECT: <br /> <br />APPOINTMENT OF CITY COUNCIL REPRESENTATIVE TO THE <br />TRI-VALLEY HIGHWAY PLANNING STUDY <br /> <br />STAFF RECOMMENDATION: <br /> <br />Make Appointment <br /> <br />SUMMARY: <br /> <br />The Alameda County Congestion Management Agency (CMA) in <br />partnership with the Alameda County Transportation Improvement <br />Authority (ACTIA) and Caltrans, are pursuing a Th-Valley Highway <br />Planning Study to develop a long and short range plan for roadway <br />improvements in the 1-580, 1-680 and Route 84 corridors. The CMA board <br />has authorized the study and formed a policy oversight committee composed <br />of the Mayor and one Councilmember from each of the three affected cities, <br />plus the two county supervisors representing the Livermore Valley. The <br />City Council needs to approve the Councilmember representative to the <br />policy oversight committee. <br /> <br />Honorable Mayor and Members of the City Council: <br /> <br />BACKGROUND <br /> <br />The 2004 Countywide Transportation Plan includes $445 million for improvements in the 1-580 <br />corridor. In addition to the 1-580 corridor improvements, ACTIA's expenditure plan includes <br />$70 million for the Route 84 Expressway. The CMA and Caltrans are currently parmering in the <br />delivery of the NB and SB 1-680 improvement that have over $200 million in funds identified. <br />The three facilities (I-580, 1-680, and Route 84) are interrelated. <br /> <br />The CMA is proposing to conduct planning level traffic operations analysis of this "triangle". <br />The purpose and objective of this study involves the development of a technical report that <br /> <br />SR 05:015 <br />Page 1 of 2 <br /> <br /> <br />
