Planning Commission <br />Agenda Report <br /> November 8, 2023 <br /> Item 6 <br /> <br /> <br />SUBJECT: P23-0607 and P23-0608 <br /> <br />APPLICANT/ <br />PROPERTY OWNER: City of Pleasanton/Multiple <br /> <br />PURPOSE: Applications for: (1) a Municipal Code Amendment to create a <br />Housing Opportunity Zone (HOZ) District; (2) rezone twenty-one <br />housing opportunity sites identified in the 6th Cycle Housing <br />Element (2023-2031 Housing Element) to this District; and (3) <br />Municipal Code Amendment codifying the Objective Design <br />Standards (ODS) Housing Sites Compliance review process. <br /> <br />LOCATION: Twenty-one housing opportunity sites as listed in Table 1 below <br />and in Exhibit E. <br /> <br />GENERAL PLAN: The following land use designations cover one or more of the <br />affected housing opportunity sites in the 2023-2031 Housing <br />Element; Mixed Use and Mixed Use Business Park/Housing <br />Element Sites Overlay (HESO), Public Health and Safety/HESO, <br />Public Health and Safety and Low Density/HESO; Public Health <br />and Safety and Low Density and Agriculture and Grazing/HESO, <br />Commercial/HESO, Commercial and Mixed Use/HESO, Business <br />Park/HESO, Medium Density/HESO, Public and Institutional/HESO, <br />General and Limited Industrial/HESO, Low Density/HESO, and <br />Schools/HESO <br /> <br />ZONING: The following zoning district designations cover one or more of the <br />affected housing opportunity sites in the 2023-2031 Housing <br />Element); PUD-MU (Planned Unit Development – Mixed Use), <br />Prezoned-A (Prezoned Agriculture), Unincorporated, C-R(m) <br />(Regional Commercial-main), C-R(m) and PUD-MU (Regional <br />Commercial-main and Planned Unit Development-Mixed Use), <br />PUD-I/C-O (Planned Unit Development-Industrial/Commercial- <br />Office), C-F (Freeway Commercial, PUD-C (Planned Unit <br />Development-Commercial), A (Agriculture), P (Public), I-G-40 <br />(General Industrial-40,000 sq. ft. minimum lot size), S (Study), I-P <br />(Industrial Park), and PUD-Elementary School (Planned Unit <br />Development-Elementary School) Districts <br /> <br />EXHIBITS: A.
