12 <br /> THE CITY OF <br /> 001 i CITY COUNCIL AGENDA REPORT <br /> PLEASANTON. <br /> July 18, 2023 <br /> Library and Recreation <br /> TITLE: APPROVE FIRST AMENDMENT TO THE MAINTENANCE SERVICES <br /> AGREEMENT WITH TERRA LANDSCAPE FOR GROUNDS <br /> MAINTENANCE IN THE NON-BURIAL SERVICE AREAS OF THE <br /> PLEASANTON PIONEER CEMETERY FOR AN AMOUNT NOT TO EXCEED <br /> $308,596 THROUGH DECEMBER 31, 2026 <br /> SUMMARY <br /> Terra Landscape was selected for landscape and irrigation maintenance for the <br /> Pleasanton Pioneer Cemetery (Cemetery) in December 2021. The contract has a five- <br /> year term but requires renewal for subsequent Fiscal Years. Terra Landscape performs <br /> landscape and irrigation maintenance in the areas of the cemetery that have been <br /> enhanced through implementation of the Cemetery Master Plan, such as hanging flower <br /> baskets and decorative landscaping. <br /> RECOMMENDATION <br /> Approve the First Amendment to the Maintenance Services Agreement with Terra <br /> Landscape for grounds maintenance in the non-burial service areas of the Pleasanton <br /> Pioneer Cemetery for an amount not to exceed $308,596 through December 31 , 2026. <br /> FINANCIAL STATEMENT <br /> Funds for this service contract have been allocated in the Cemetery Enterprise Fund for <br /> Fiscal Years (FY) 2023/24 and 2024/25. With this amendment, the total contract amount <br /> is $308,596; the total not to exceed amount for the remaining 3.5-year term is $225,270. <br /> Prices for FY 2024/25, 2025/26, and 2026/27 are based on the cost for FY 2023/24 plus <br /> a year-over-year increase not-to-exceed the Consumer Price Index (CPI) for the San <br /> Francisco-Oakland-San Jose Metropolitan Area. Cemetery Fees also increase at a rate <br /> equivalent to the CPI. The Cemetery operates as an enterprise fund, with operating <br /> revenues partially off-setting operating expenditures. The City's General Fund provides <br /> a subsidy to the Cemetery Fund that varies on a yearly basis based on the number of <br /> burials. The FY 2022/23 General Fund subsidy is budgeted at $50,000. $50,000 is also <br /> budgeted for FY 2023/24 and FY 2024/25. Cemetery expenditures are allocated in <br /> account 40150220-430101. <br />
