BACKGROUND
The Cemetery was acquired by the City in 2007 and represents an important piece of
Pleasanton history for the community. The City has invested time and resources to
repair and improve the site, and in 2014 adopted a Master Plan and Implementation
Plan to further guide these efforts. To date, the City has implemented four significant
phases of improvement, and in 2021 sought vendors to provide burial services and
grounds maintenance to help preserve the cemetery's rich history.
In December 2021, Terra Landscape was selected to perform landscape and irrigation
maintenance in the areas of the cemetery that have been enhanced through
implementation of the Cemetery Master Plan, such as hanging flower baskets and
decorative landscaping.
DISCUSSION
Terra Landscape currently works with the City's Parks Division and Engineering
Department on several landscape projects. Terra Landscape's work thus far in the
cemetery, along with favorable recommendations from staff in Parks and Engineering,
highlight the quality of services provided.
Terra Landscape's contract includes a significant amount (almost 50 percent) of as-
needed extra work, that will only be used in unusual circumstances which are not
anticipated to occur regularly. Details of the revised Fee Schedule are included in
Exhibit A of Attachment 1.
City staff is looking into new and enhanced cemetery fees to offset the increases in
contractual obligations and ongoing costs at the Cemetery and will bring a proposal to
Council for consideration in the fall of 2023.
Submitted by: Fiscal Review: Approved by:
Heidi Murphy Susan Hsieh Gerry Beaudin
Director of Library Director of Finance City Manager
and Recreation
Attachment:
1.
