11 <br />THE CITY OF <br />CITY COUNCIL AGENDA REPORT <br />PLEASANTON, <br />July 18, 2023 <br />Library and Recreation <br />TITLE: APPROVE SECOND AMENDMENT TO PROFESSIONAL SERVICES <br />AGREEMENT WITH GRAHAM HITCH MORTUARY FOR CEMETERY <br />MANAGEMENT, PLOT SALES AND BURIAL COORDINATION FOR THE <br />PLEASANTON PIONEER CEMETERY FOR AN AMOUNT NOT TO EXCEED <br />499,382 THROUGH JUNE 30, 2026 <br />SUMMARY <br />On July 1, 2021, Graham Hitch Mortuary (Graham Hitch) was selected by the City to <br />provide cemetery management as well as plot sales and burial coordination for the <br />Pleasanton Pioneer Cemetery (Cemetery). This amendment extends contractual <br />services with Graham Hitch for years three through five of the contract. Additionally, this <br />amendment increases prices in year three for burial services from $275 to $300, <br />increases the price for the Sales Administration Fee per Casket from $2,625 to $2,700, <br />increases the price for the Sales Administration Fee per Cremains from $1,100 to <br />1,150; and allows for an overall increase to prices for years four and five based upon <br />the Consumer Price Index. <br />RECOMMENDATION <br />Approve the Second Amendment to the Professional Services Agreement with Graham <br />Hitch Mortuary for cemetery management, plot sales and burial coordination for the <br />Pleasanton Pioneer Cemetery for an amount not to exceed $499,382 through June 30, <br />2026. <br />FINANCIAL STATEMENT <br />The total contract cost is based upon the number of burials estimated, with a contract <br />amount not to exceed $94,250 in Fiscal Year (FY) 2023/24, not to exceed $103,675 in <br />FY 2024/25, and not to exceed $113,006 in FY 2025/26. The total not to exceed amount <br />for this three-year term is $310,931, and the total not to exceed amount for the five-year <br />term (including the past two fiscal years) is $499,382. For FY 2024/25 and FY 2025/26 <br />compensation shall not exceed $94,250 plus the percentage change in the Consumer <br />Price Index for the San Francisco-Oakland-San Jose Metropolitan Area. The Cemetery <br />operates as an enterprise fund, with operating revenues partially off-setting operating <br />expenditures. The City's General Fund provides a subsidy to the Cemetery Fund that <br />varies on a yearly basis based on the number of burials. The FY 2022/23 General Fund <br />subsidy is budgeted at $50,000. $50,000 is also budgeted for FY 2023/24 and FY <br />2024/25. Cemetery expenditures are allocated in account 40150220-430101.
