BACKGROUND
The Cemetery was acquired by the City in 2007 and represents an important piece of
Pleasanton history for the community. The City has invested time and resources to
repair and improve the site, and in 2014 adopted a Master Plan and Implementation
Plan to further guide these efforts. To date, the City has implemented four significant
phases of improvement, and in 2021 sought vendors to provide burial services and
grounds maintenance to help preserve the cemetery's rich history.
The City initially contracted with Graham Hitch to perform these duties beginning in
2016. In July 2021, a second contract was awarded to Graham Hitch to perform the
duties of cemetery management, plot sales and burial coordination. During this time,
Graham Hitch has been an excellent partner, providing caring and reliable customer
service to the community.
DISCUSSION
The proposed Second Amendment extends contractual services with Graham Hitch for
the third year of the contract and allows the contract to be extended for years four and
five. Additionally, this amendment increases prices in year three for burial services from
275 to $300, increases the price for the Sales Administration Fee per Casket from
2,625 to $2,700, increases the price for the Sales Administration Fee per Cremains
from $1,100 to $1,150, and allows for an overall increase to prices for years four and
five based upon the Consumer Price Index (CPI).
City staff is looking into new and enhanced cemetery fees to offset the increases in
contractual obligations and ongoing costs at the Cemetery and will bring a proposal to
Council for consideration in the fall of 2023.
Submitted by: Fiscal Review:Approved by:
car /AL_
Heidi Murphy Susan Hsieh Gerry Beaudin
Director of Library Finance Director City Manager
and Recreation
Attachments:
1.
