17 <br /> THE CITY OF <br /> -r w„ CITY COUNCIL AGENDA REPORT <br /> PLEASANTON. <br /> June 20, 2023 <br /> Human Resources <br /> TITLE: INTRODUCTION OF PROPOSED MEMORANDUM OF <br /> UNDERSTANDING BETWEEN THE LIVE RMORE-PLEASANTON FIRE <br /> DEPARTMENT JOINT POWERS AUTHORITY AND THE <br /> INTERNATIONAL ASSOCIATION OF BATTALION CHIEFS, LOCAL <br /> 1974 WITH TERM ENDING JUNE 30, 2025 <br /> SUMMARY <br /> The Fire Battalion Chiefs were granted formal recognition as a bargaining unit — the <br /> International Association of Firefighters Local 1974, Battalion Chiefs Unit (IAFF) — which <br /> represents seven employees in the classification of Battalion Chief, effective July 18, <br /> 2022. Representatives from IAFF and the cities of Pleasanton and Livermore met and <br /> conferred in good faith and have agreed on terms for an agreement. The City's practice <br /> is to introduce the key elements of the proposed MOU, receive input from the public and <br /> allow for open discussion prior to adopting the initial agreement at the next public <br /> meeting. <br /> RECOMMENDATION <br /> It is recommended the City Council obtain public input and provide comment regarding <br /> the key elements of the tentative agreement negotiated between IAFF, Battalion Chiefs <br /> and the Livermore-Pleasanton Fire Department (LPFD) Joint Powers Authority (JPA). <br /> This matter will be included on the agenda for the July 18, 2023, City Council meeting <br /> for consideration and approval. <br /> FINANCIAL STATEMENT <br /> The financial impact to the LPFD budget as a result of implementing the MOU is <br /> approximately $300,000 through June 2025. This cost is shared by Livermore and <br /> Pleasanton. The portion of Pleasanton's obligation for the term of the agreement is <br /> approximately $150,000. Funding is included in the fiscal years 2023/24 and 2024/25 <br /> General Fund budget. <br />
