BACKGROUND <br /> The Livermore-Pleasanton Fire Department full-time Battalion Chiefs have formed an <br /> employee organization to represent their goals and objectives. The International <br /> Association of Fire Fighters, Local 1974, AFL-CIO-CLC satisfied all requirements to be <br /> selected as their collective bargaining representative in accordance with the JPA's <br /> Employer-Employee Relations Procedure Resolution. A resolution was adopted <br /> effective July 18, 2022, formally recognizing the IAFF as the exclusive representative of <br /> the Battalion Chiefs' bargaining unit, entitled to meet and confer in good faith on matters <br /> within the scope of representation in such unit. In accordance with the agreement <br /> between Livermore and Pleasanton creating the Livermore-Pleasanton Fire <br /> Department, the Joint Powers Authority Board and the City Councils of Livermore and <br /> Pleasanton are the appropriate agencies to approve labor agreements with employees <br /> covered by this bargaining unit. <br /> On October 11, 2022, representatives of the partner cities and representatives of IAFF <br /> Battalion Chiefs began the meet and confer process regarding terms and conditions of <br /> employment to endeavor to reach agreement on a MOU. The parties met 10 times on <br /> the terms and developed a proposed initial agreement with a term ending on June 30, <br /> 2025. <br /> DISCUSSION <br /> In accordance with the Meyers-Milias-Brown Act, the parties are required to meet and <br /> confer in good faith over items covered within the scope of representation, including <br /> wages, hours and other terms and conditions of employment. The significant outcomes <br /> of the negotiations include: <br /> 1. Term of Agreement: The term of the proposed agreement is effective as of <br /> September 1, 2022, with an expiration date of June 30, 2025. <br /> 2. General Wage Increases: <br /> a. June 10, 20213% <br /> b. January 6, 2024: 3% <br /> c. January 1, 2025: 1% <br /> 3. Salary Ranges: Salary ranges have been established for Battalion Chiefs. For <br /> all current Battalion Chiefs at the time of the effective date of the MOU, <br /> movement through the range will be five percent (5%) based on an annual <br /> performance review rating of at least "meets expectations" by the Fire Chief on <br /> July 1 each year and up to an additional two percent (2%) based on <br /> recommendation of Fire Chief and approval by the City Manager. When the <br /> Battalion Chief has reached the top of the salary range, no further increases are <br /> available. <br /> 3. One Time Payment: Effective the first full pay period after the Livermore and <br /> Pleasanton City Councils approval of the MOU in open session, Battalion Chiefs <br /> will receive a oneā€”time payment equal to $4,000. <br /> Page 2 of 4 <br />
