7 <br /> THE CITY OF <br /> - -- -.='� IIICITY COUNCIL AGENDA REPORT <br /> PLEASANTON. <br /> June 20, 2023 <br /> Engineering <br /> TITLE: APPROVE DESIGN PROFESSIONAL SERVICES AGREEMENTS FOR ON- <br /> CALL LAND SURVEYING AND DRAFTING SERVICES WITH KIER & <br /> WRIGHT CIVIL ENGINEERS AND LAND SURVEYORS, INC., AND SANDIS <br /> CIVIL ENGINEERS SURVEYORS PLANNERS FOR TOTAL AGGREGATE <br /> NOT-TO-EXCEED AMOUNT OF $400,000 BETWEEN JULY 1, 2023 AND <br /> JUNE 30, 2026, WITH THE OPTION OF TWO ONE-YEAR EXTENSIONS <br /> SUMMARY <br /> The City requires professional land surveying and drafting services forvarious projects. <br /> City staff advertised a request for Statements of Qualifications (SOQs)for the <br /> specialized services in January 2023. Engineering staff received and reviewed seven <br /> SOQs from respondentfirms and invited fourfor interviews. Based on the firms' <br /> qualifications, interview performances, and responses to inquiries of provided <br /> references, staff recommends the City Council award professional services agreements <br /> to two firms: Kier& Wright Civil Engineers and Land Surveyors, Inc., and Sandis Civil <br /> Engineers Surveyors Planners. The agreements cover services between July 1, 2023, <br /> and June 30, 2026, with the option of two additional one-year extensions and are capped <br /> at a total aggregate not-to-exceed amount of$400,000. Although the recommended <br /> amount covers three years of services, there is no guaranteed amount of work for either <br /> of the two firms, and there is no guarantee thatthe aggregate amountwill be expended <br /> over the agreement's period. Work will be assigned based solely on recognized needs. <br /> RECOMMENDATION <br /> 1. Approve design professional services agreements with Kier& Wright Civil Engineers <br /> and Land Surveyors, Inc., and Sandis Civil Engineers Surveyors Planners to provide <br /> on-call land surveying and drafting services in the total aggregate not-to-exceed <br /> amountof$400,000 between July 1, 2023, and June 30, 2026, with the option of two <br /> one-year extensions. <br /> 2. Authorize the City Manager to execute the attached design professional services <br /> agreements. <br /> 3. Authorize the Director of Engineering or designee to approve individual task <br /> authorizations up to$100,000 each, and if an individual task authorization is greater <br /> than $100,000 directthat itwill be presented to City Council for consideration. <br /> FINANCIAL STATEMENT <br /> No additional funding is needed to approve these consultant agreements. Funding for <br /> these agreements is budgeted undereach Capital Improvement Program (CIP) project <br /> approved by the City Council or reimbursed by developers. <br />
