BACKGROUND The City has anon going need for professional land surveying and drafting services.The types of services needed may include, but are not limited to, providing topographic and general survey services for project design and construction, construction staking, identifying and locating boundaries for easements, performing survey map checking, and preparing plat maps, metes and bounds descriptions, records of survey, and comer records in conformance with the Land Surveyors Act and California Business and Professions Code. In addition, the firms may also be asked to provide computer drafting services in conjunction with the surveys completed for the City. Since this is a varied and ongoing need, the City has found the best procedure to acquire these services is through "on-call" agreements. In June 2018, the City awarded three-year professional services agreements to Ruggeri-Jensen-Azar, Kier& Wright Civil Engineers and Land Surveyors, Inc., and Alexander& Associates, Inc. foron-call surveying and computer drafting services. The current agreements were extended for one year in June 2021, and again in June 2022, and expire on June 30, 2023. To ensure these types of services are readily available when needed, staff advertised a Request for Qualifications (RFQ) package in January 2023. The RFQ described the type of work needed, indicated that the City would be seeking multiple firms to perform the work, and indicated intention to enter into a three- year on-call professional services agreement with work assigned as needed. DISCUSSION A total of seven survey engineering consulting firms submitted SOQs in response to the request. City Engineering staff reviewed the SOQs and invited the top four respondents for interviews. A panel of three City staff members familiarwith project needs and types of services conducted interviews with the four firms: 1. BKF Engineers 2. Kier& Wright Civil Engineers and Land Surveyors, Inc. 3. Sandis Civil Engineers Surveyors Planners 4. Wood Rodgers, Inc. Staff has reassessed how many on-call firms are needed based on the task authorizations that have been issued in the past and recommends awarding the professional services agreements to two firms instead of three as in the current agreements. Based on ratings of the SOQs, interviews, and reference inquiries, staff recommends awarding the professional services agreements to Kier& Wright Civil Engineers and Land Surveyors, Inc. and Sandis Civil Engineers Surveyors Planners (see Attachments 1 and 2, respectively). City staff contacted the references provided by the two selected firms to obtain feedback on past contractual experiences and believes these two firms are the most qualified to provide the required professional land surveying and drafting services for 2023—2026. The term of the on-call agreement is forthree years with the option of two additional one-year extensions. Page 2of3
