BACKGROUND <br /> The City has anon going need for professional land surveying and drafting services.The <br /> types of services needed may include, but are not limited to, providing topographic and <br /> general survey services for project design and construction, construction staking, <br /> identifying and locating boundaries for easements, performing survey map checking, <br /> and preparing plat maps, metes and bounds descriptions, records of survey, and comer <br /> records in conformance with the Land Surveyors Act and California Business and <br /> Professions Code. In addition, the firms may also be asked to provide computer drafting <br /> services in conjunction with the surveys completed for the City. Since this is a varied <br /> and ongoing need, the City has found the best procedure to acquire these services is <br /> through "on-call" agreements. <br /> In June 2018, the City awarded three-year professional services agreements to <br /> Ruggeri-Jensen-Azar, Kier& Wright Civil Engineers and Land Surveyors, Inc., and <br /> Alexander& Associates, Inc. foron-call surveying and computer drafting services. The <br /> current agreements were extended for one year in June 2021, and again in June 2022, <br /> and expire on June 30, 2023. To ensure these types of services are readily available <br /> when needed, staff advertised a Request for Qualifications (RFQ) package in January <br /> 2023. The RFQ described the type of work needed, indicated that the City would be <br /> seeking multiple firms to perform the work, and indicated intention to enter into a three- <br /> year on-call professional services agreement with work assigned as needed. <br /> DISCUSSION <br /> A total of seven survey engineering consulting firms submitted SOQs in response to the <br /> request. City Engineering staff reviewed the SOQs and invited the top four respondents <br /> for interviews. A panel of three City staff members familiarwith project needs and types <br /> of services conducted interviews with the four firms: <br /> 1. BKF Engineers <br /> 2. Kier& Wright Civil Engineers and Land Surveyors, Inc. <br /> 3. Sandis Civil Engineers Surveyors Planners <br /> 4. Wood Rodgers, Inc. <br /> Staff has reassessed how many on-call firms are needed based on the task <br /> authorizations that have been issued in the past and recommends awarding the <br /> professional services agreements to two firms instead of three as in the current <br /> agreements. Based on ratings of the SOQs, interviews, and reference inquiries, staff <br /> recommends awarding the professional services agreements to Kier& Wright Civil <br /> Engineers and Land Surveyors, Inc. and Sandis Civil Engineers Surveyors Planners <br /> (see Attachments 1 and 2, respectively). City staff contacted the references provided by <br /> the two selected firms to obtain feedback on past contractual experiences and believes <br /> these two firms are the most qualified to provide the required professional land <br /> surveying and drafting services for 2023—2026. <br /> The term of the on-call agreement is forthree years with the option of two additional <br /> one-year extensions. <br /> Page 2of3 <br />
