5 <br /> THE CITY OF <br /> p®L£�ASANTONo CITY COUNCIL AGENDA REPORT <br /> 1 <br /> June 20, 2023 <br /> Engineering <br /> TITLE: APPROVE DESIGN PROFESSIONAL SERVICES AGREEMENTS FOR ON- <br /> CALL GEOTECHNICAL ENGINEERING AND MATERIAL TESTING <br /> SERVICES WITH THE FIRMS OF ENGEO INCORPORATED, GEOCON <br /> CONSULTANTS, INC., AND BSK ASSOCIATES FOR TOTAL <br /> AGGREGATE NOT-TO-EXCEED AMOUNT OF $500,000 BETWEEN JULY <br /> 1, 2023 AND JUNE 30, 2026, WITH THE OPTION OF TWO ONE-YEAR <br /> EXTENSIONS <br /> SUMMARY <br /> The City requires professional geotechnical engineering and material testing services for <br /> various projects. City staff advertised a request for Statements of Qualifications (SOQs) <br /> for the specialized services in January 2023. Engineering staff received and reviewed <br /> eight SOQs from respondent firms and invited five for interviews. Based on the firms' <br /> qualifications, interview performances, and responses to inquiries of provided <br /> references, staff recommends the City Council award the professional services <br /> agreements to three firms: ENGEO Incorporated, Geocon Consultants, Inc., and BSK <br /> Associates. The agreements cover services between July 1, 2023, and June 30, 2026, <br /> with the option of two additional one-year extensions and are capped at a total aggregate <br /> not-to-exceed amount of$500,000. Although the recommended amount covers three <br /> years, there is no guaranteed amount of work for any of the three firms, and there is no <br /> guarantee that the aggregate amount will be expended over the agreement's period. <br /> Work will be assigned based solely on recognized needs. <br /> RECOMMENDATION <br /> 1. Approve design professional services agreements with ENGEO Incorporated, <br /> Geocon Consultants, Inc., and BSK Associates to provide on-call geotechnical <br /> engineering and material testing services in the total aggregate not-to-exceed <br /> amou nt of$500,000 between July 1, 2023, and June 30, 2026, with the option of two <br /> one-year extensions. <br /> 2. Authorize the City Manager to execute the attached design professional services <br /> agreements. <br /> 3. Authorize the Director of Engineering or designee to approve task authorizations up <br /> to $100,000, and if an individual task authorization is greaterthan $100,000 direct <br /> that it will be presented to City Council for consideration. <br />
