FINANCIAL STATEMENT <br /> No additional funding is needed to approve these consultant agreements. Funding for <br /> these agreements is budgeted under each individual Capital Improvement Program <br /> (CIP) project approved by the City Council or reimbursed by developers. <br /> BACKGROUND <br /> The City has an ongoing need for professional geotechnical engineering and material <br /> testing services. The types of services needed may include, but are not limited to, soil <br /> analysis, pavement and sub-base recommendations, soil compaction testing, materials <br /> testing, permeability testing, construction consultations, geotechnical peer review and <br /> geological hazard investigations. Since this is a varied and ongoing need, the City has <br /> found the best mechanism to acquire these services is through "on-call" agreements. <br /> In June 2018, the City awarded three-year professional services agreements to ENGEO <br /> Incorporated, Geocon Consultants, Inc., and BSK Associates for on-call geotechnical <br /> and material testing services. The current agreements were extended for one year in <br /> June 2021, and again in June 2022, and expire on June 30, 2023. To ensure these <br /> types of services are readily available when needed, staff advertised a Request for <br /> Qualifications (RFQ) package in January 2023. The RFQ described the type of work <br /> needed, indicated that the City would be seeking multiple firms to perform the work, and <br /> indicated the intention to enter into a three-year"on-call" contract with work assigned as <br /> needed. <br /> DISCUSSION <br /> A total of eight geotechnical engineering firms submitted SOQs in response to the <br /> request. City Engineering staff reviewed the SOQs and invited the five highest-rated <br /> respondents for interviews. A panel of five City staff members familiar with project <br /> needs and types of services conducted interviews of the five firms: <br /> 1. Geocon Consultants, Inc. <br /> 2. Keinfelder, Inc. <br /> 3. Ninyo & Moore <br /> 4. BSK Associates <br /> 5. ENGEO, Inc. <br /> Staff also contacted the references provided by each of the five selected firms to obtain <br /> feedback on past contractual experiences. Based on ratings of the SOQs, interviews, <br /> and reference inquiries, staff recommends awarding professional services agreements <br /> to three firms: ENGEO Incorporated, Geocon Consultants, Inc., and BSK Associates <br /> (see Attachments 1, 2 and 3, respectively). Staff believes these three firms are the most <br /> qualified to provide the required geotechnical and material testing services for 2023— <br /> 2026. <br /> The term of the on-call agreement is for three years with the option of two additional <br /> one-year extensions. <br /> Page 2 of 3 <br />
