22 <br /> THE CITY OF <br /> PLEASANT CITY COUNCIL AGENDA REPORT <br /> June 6, 2023 <br /> Community Development <br /> TITLE: ADOPT A RESOLUTION AMENDING THE ADOPTED LAND USE <br /> ELEMENT AND 2023-2031 (6TH CYCLE) HOUSING ELEMENT OF <br /> THE GENERAL PLAN IN RESPONSE TO COMMENTS FROM THE <br /> STATE DEPARTMENT OF HOUSING AND COMMUNITY <br /> DEVELOPMENT <br /> SUMMARY <br /> The City's 2023-2031 (6th Cycle) Housing Element was adopted by City Council on <br /> January 26, 2023. The City subsequently submitted the adopted document to the <br /> California Department of Housing and Community Development (HCD) for certification <br /> on February 14, 2023. On April 10, 2023, the City received a comment letter from HCD <br /> requesting additional modifications to the Housing Element. Staff has drafted <br /> modifications in response to HCD comments that include: adjusting program language; <br /> adding data points; clarifying background information around various topics, refining <br /> implementation timelines; and modifying the City's existing policy for the residential <br /> planned unit development (PUD) process. Conforming amendments to the General Plan <br /> Land Use Element are also proposed. On May 10, 2023, the Planning Commission <br /> reviewed and recommended approval of the amendments as proposed by staff. <br /> RECOMMENDATION <br /> Adopt a resolution amending the adopted Land Use Element and 2023-2031 Housing <br /> Element of the General Plan in response to HCD comments, as recommended by <br /> Planning Commission. <br /> FINANCIAL STATEMENT <br /> There is no fiscal impact resulting from the amendment. Implementation of policies and <br /> programs in the Housing Element in the future may require allocation of funds by City <br /> Council. <br /> Page 1 of 7 <br />
