BACKGROUND <br /> As part of the City's General Plan the Housing Element is a comprehensive statement <br /> of the city's current and future housing needs and proposed actions to facilitate the <br /> provision of housing to meet those needs at all income levels. Regular updates to the <br /> Housing Element are required by State law. The 6th Cycle Housing Element covers the <br /> planning period from 2023-2031. On January 26, 2023, the City Council adopted the 6th <br /> Cycle Housing Element and took related actions. <br /> Certification by the State <br /> HCD reviews each housing element prepared by cities and counties across the state <br /> and makes determination of compliance with State law. If HCD issues a finding that the <br /> Housing Element is in substantial compliance with State law, it is determined to be <br /> certified. The City has communicated with HCD at various points in the Housing <br /> Element update process as follows: <br /> • August 16, 2022: City submitted first draft Housing Element to HCD <br /> • November 14, 2022: HCD provided a comment letter to the City <br /> • November-December 2022: City revised the draft Housing Element in response <br /> to the November HCD comment letter <br /> • January 26, 2023: City adopted its Housing Element <br /> • February 14, 2023: City resubmitted the adopted Housing Element to HCD <br /> • March 2023: HCD provided the City with informal comments on the resubmittal <br /> • March 30, 2023: City submitted minor adjustments to HCD in response to the <br /> informal comments <br /> • April 10, 2023: HCD provided a formal comment letter to the City (Attachment 1). <br /> The adopted Housing Element addressed a majority of HCD's comments as submitted <br /> in its initial comment letter to the City. However, as indicated in the April 10 letter, a few <br /> remaining items need to be further refined before HCD will certify the document. <br /> Staff and the professional services team carefully reviewed HCD's April 10 comments <br /> and met with HCD staff to discuss, as noted. Based on these comments and the <br /> discussion, the project team has made proposed revisions which are listed further in this <br /> report and shown in Exhibit B of Attachment 2 as redlines to the adopted Housing <br /> Element. There is also one minor mapping adjustment to the Land Use Map in the <br /> General Plan's Land Use Element, Exhibit A of Attachment 2, that is needed to align <br /> with the Housing Element as described further below. On May 10, 2023, the Planning <br /> Commission reviewed and recommended the City Council approve of the amendments, <br /> as proposed by staff.' <br /> The modifications are now presented to the City Council for review and adoption. Upon <br /> adoption, the City will resubmit the modified, adopted Housing Element to HCD for <br /> certification. <br /> ' The Housing Commission was not requested to review the revisions,since no substantive revisions were made to <br /> areas of the Element within the Commission's purview,such as housing-related programs and funding. <br /> Page 2 of 7 <br />
