14 <br /> THE CITY OF <br /> -• # ° "" CITY COUNCIL AGENDA REPORT <br /> PLEAS,.AtNTON <br /> June 6, 2023 <br /> Operations Services <br /> TITLE: APPROVE AN AGREEMENT WITH NRC ENVIRONMENTAL SERVICES <br /> INC., FOR ROUTINE HAZARDOUS WASTE DISPOSAL AND <br /> EMERGENCY RESPONSE SERVICES FOR $300,000 OVER THREE <br /> YEARS <br /> SUMMARY <br /> The City is responsible for the proper management of hazardous material wastes and <br /> universal wastes generated through routine operations and maintenance activities, and <br /> subsequently stored at the Operations Services Center. Staff is recommending a new <br /> contracted agreement to manage routinely generated hazardous waste, perform non- <br /> emergency projects such as the closure and decontamination of hazardous waste <br /> storage structures or homeless encampments near sensitive waterways, and provide <br /> 24-hour emergency response in the event of a hazardous materials incident. The <br /> current agreement is set to expire on June 30, 2023. Through a Request for Proposal <br /> (RFP) process NRC Environmental Services Inc., was selected. <br /> RECOMMENDATION <br /> Approve and authorize the City Manager to enter into a three-year agreement with NRC <br /> Environmental Services Inc., starting July 1, 2023, with a not-to-exceed amount of <br /> $300,000 for the three-year agreement term, with the option of extending the agreement <br /> for two additional one-year terms with allowable cost increases based upon the <br /> Consumer Price Index. <br /> FINANCIAL STATEMENT <br /> Appropriations for this agreement are included in the annual Operations Services <br /> Department budget within the following enterprise funds: Urban Runoff (Account <br /> 44041701-433161), Sewer (Account 43041202-433161) and Water Operations <br /> (Account 42040602-433161). The proposed agreement with NRC Environmental <br /> Services Inc., is for a not-to-exceed amount of $300,000, with an average of$100,000 <br /> annually. <br />
