BACKGROUND <br /> The City is responsible for the proper management of hazardous material wastes and <br /> universal wastes generated through routine operations and maintenance activities, and <br /> subsequently stored at the Operations Services Center. Proper management includes <br /> timely and lawful disposal of accumulated hazardous waste at least once every six <br /> months. The City also needs a contractor capable of responding to emergency and non- <br /> emergency situations (such as containing and cleaning up potential spills of hazardous <br /> materials on city streets or waterways and the closure of homeless encampments that <br /> pose a waterway hazard) that require services beyond City staffs capacity as <br /> performance of these services require permits, licenses, and professional credentials <br /> that the City does not possess. Examples include the California Hazardous Waste <br /> Transporter Registration, California Highway Patrol Hazardous Material Transportation <br /> License, 40-hr Hazardous Waste Operations and Emergency Response training, and <br /> hazardous waste characterization training. <br /> Since June 2018, following City Council approval, these services were provided through <br /> a Standard Services Agreement with HydroChemPSC (recently acquired by Clean <br /> Harbors). With the approaching 5-year maximum agreement term expiration, staff <br /> conducted a new formal bidding process to solicit for a new agreement. <br /> DISCUSSION <br /> Staff explored potential contractors for the services needed under this agreement. <br /> Necessary services included all of those previously covered under the expiring <br /> agreement, as well as the inclusion of as-needed consultation to staff on regulatory <br /> compliance management. The inclusion of this service within the scope of work helps to <br /> augment the City's hazardous material management programmatic potential needs. <br /> Following generation of a list of potential contractors, staff solicited the Request for <br /> Proposals (RFP) through direct individual invitation to a list of 11 contractors, in addition <br /> to posting on the City's website. <br /> Three proposals were submitted and evaluated based upon the RFP evaluation criteria. <br /> The selection of NRC Environmental Services, Inc., was made following the proposal <br /> reviews, based on an organized and complete description of its implementation plan <br /> within the time needs specified, described budget control considerations, details of prior <br /> work experience and demonstrated safety record. <br /> The proposed agreement includes the following activities: <br /> • Waste sampling, characterization, profiling, packaging, transport, and disposal <br /> • Semi-annual collection of routinely generated hazardous wastes <br /> • As-needed facility/equipment cleaning and decontamination <br /> • Non-emergency projects such as closure, decontamination, and disposal of <br /> wastes from homeless encampments <br /> • Emergency response that requires rapid mobilization of equipment within two <br /> hours of notification <br /> • As-needed consultation to staff on reporting and regulatory compliance. <br /> Page 2 of 3 <br />
