13 THE CITY OF PLEAS� 4NTON CITY COUNCIL AGENDA REPORT April 18, 2023 Library and Recreation TITLE: APPROVE A MULTI-YEAR AGREEMENT WITH THE LIVERMORE PLEASANTON UMPIRES ASSOCIATION FOR ADULT SOFTBALL UMPIRE SERVICES FOR A MINIMUM OF THREE YEARS AND UP TO FIVE YEARS FOR AN AMOUNT NOT TO EXCEED $267,048 SUMMARY The City uses contract services to provide sports officiating for adult sport leagues. The previous agreement for adult softball umpire services expired on December 31, 2022. Staff recommends that the City enter into a new multi-year agreement with the Livermore Pleasanton Umpires Association to provide softball umpire services for a minimum of three years, with an administrative option to extend for up to two additional years. The cost for five years will not exceed $267,048. RECOMMENDATION Approve a multi-year agreement with the Livermore Pleasanton Umpires Association for adult softball umpire services for a minimum term of three years, and delegate to the City Manager the option to administratively extend the term for up to two additional years. Appropriate $267,048 in funds for the full five years of service. FINANCIAL STATEMENT Funding for adult softball umpire services is included in the Adult Sports operational budget, 00150303-430107. The cost of the agreement is offset by revenues the City receives from the adult softball program league fees: $187,076 is anticipated in Fiscal Year (FY) 2023/24 and $197,021 is anticipated in FY 2024/25. Total compensation will not exceed $8,080 for a portion of FY 2022/23, $34,000 in FY 2023/24, $60,974 in FY 2024/25, and $33,304 for a portion of FY 2025/26, for a not to exceed amount of $136,358. This agreement can be administratively extended by the City Manager for up to two additional terms of 12 months each through December 31, 2027, for a total not to exceed amount of $267,048.
