BACKGROUND <br /> The City historically offers two adult softball seasons to the community: the Spring <br /> League begins mid-March (weather permitting) and finishes mid-June, while the <br /> Summer/Fall League begins mid-July and completes in October. Due to the lack of <br /> overhead lighting at the softball complex, an extended single season will be played for <br /> 2023, beginning in mid-April. League compositions vary, ranging from male and female <br /> competitive leagues to co-ed recreation leagues. The City contracts with sports <br /> officiating services for adult sport leagues, including for game-official selection, training, <br /> scheduling and supervision for adult softball league games. The previous agreement for <br /> adult softball umpire services expired on December 31, 2022. <br /> DISCUSSION <br /> In January 2023, the City distributed a Request for Qualifications (RFQ) for adult softball <br /> umpire services. As part of the process, notification of the RFQ was sent to seven <br /> different vendors and was posted on the City's website. Two vendors responded to the <br /> RFQ. A panel of five staff reviewed and scored each respondents' written proposals, <br /> held interviews for each respondent, scored independently based on criteria required by <br /> the RFQ, and contacted all references listed by the respondents. <br /> After a thorough evaluation process, the panel reconvened to discuss and make a final <br /> decision. Livermore Pleasanton Umpires Association (LPUA) was unanimously chosen <br /> as the preferred vendor based on many factors. LPUA employs a large number of <br /> available umpires to meet the needs of league play. LPUA regulates umpire training <br /> practices, requiring umpires to pass an annual umpire exam. The association also <br /> showed superior experience providing umpire services throughout the Bay Area, <br /> including the neighboring cities of San Ramon, Danville, and Livermore. LPUA has been <br /> providing umpire services to some of these cities for over 20 years. Reference checks <br /> at these cities yielded the following feedback: <br /> • Quality of the umpires is good <br /> • Umpires were well qualified and trained <br /> • Umpires do not play in the leagues, thereby there are no conflicts of interest <br /> • Umpires are viewed as fair and unbiased <br /> • Staff have received strong and responsive communication from LPUA regarding <br /> all matters related to the games. <br /> Staff recommends Livermore Pleasanton Umpires Association to provide adult softball <br /> umpire services for the City based upon its extensive experience, number of available <br /> umpires in the organization, strong training practices, and professionalism. If approved, <br /> the multi-year agreement would begin on April 18, 2023, and continue through <br /> December 31, 2025. Total compensation over the initial three years will not exceed the <br /> amount of$136,358. The Council is also asked to delegate authority to the City <br /> Manager to be able to administratively extend the term of the contract for up to two <br /> additional periods of one year each.
