3 <br /> THE CITY OF <br /> CITY COUNCIL AGENDA REPORT <br /> PLEASANTON. <br /> February 21, 2023 <br /> Community Development <br /> TITLE: ADOPT A RESOLUTION TO ESTABLISH GREENHOUSE GAS EMISSIONS <br /> THRESHOLDS TO BE USED TO EVALUATE IMPACTS AS PART OF <br /> CALIFORNIA ENVIRONMENTAL QUALITY ACT REVIEW AND ADOPT A <br /> RESOLUTION TO UPDATE THE CLIMATE ACTION PLAN 2.0 TO <br /> REFLECT CORRECTED MODELING ASSUMPTIONS <br /> SUMMARY <br /> In February 2022, the City Council adopted the City's Climate Action Plan 2.0 (CAP <br /> 2.0). The CAP 2.0 outlines the City's environmental framework over the next 10 years <br /> and creates a roadmap for Greenhouse Gas (GHG) emissions reductions that is both <br /> realistic and implementable. The CAP 2.0 is considered a "qualified" emissions <br /> reduction plan for the purposes of California Environmental Quality Act (CEQA) review, <br /> meaning that projects subject to CEQA and consistent with the CAP 2.0 can tier from <br /> the environmental review contained in the CAP 2.0 Initial Study-Negative Declaration <br /> (IS-ND). For projects subject to CEQA that do not comply with the CAP 2.0, GHG <br /> Thresholds of Significance and Guidance have been developed that would be used for <br /> the project's required CEQA GHG analysis. Additionally, while reviewing the CAP 2.0 <br /> for purposes of establishing the thresholds, an error was identified in the modeling <br /> quantification for one action in the CAP 2.0; minor amendments are proposed to the <br /> CAP 2.0 document to address this issue. <br /> RECOMMENDATION <br /> Staff recommends the City Council: <br /> • Adopt Resolution adopting Greenhouse Gas Emissions Thresholds of Significance <br /> and Guidance for projects within the City of Pleasanton (Attachment 1); and <br /> • Adopt Resolution adopting an updated Climate Action Plan 2.0 to correct a <br /> modeling error (Attachment 2). <br /> FINANCIAL STATEMENT <br /> There is no fiscal impact resulting from the direction the City Council provides at this <br /> meeting. <br /> Page 1 of 8 <br />
