8 <br /> THE CITY OF 11 <br /> L��S�4NTON� CITY COUNCIL AGENDA REPORT <br /> PFebruary 7, 2023 <br /> Engineering <br /> TITLE: APPROVE PLANS AND SPECIFICATIONS, REVIEW BIDS, AND AWARD A <br /> CONSTRUCTION CONTRACT TO PAULSON COX CONSTRUCTION, INC. <br /> IN THE AMOUNT OF $265,217; APPROVE A FOURTH AMENDMENT TO <br /> THE PROFESSIONAL SERVICES AGREEMENT WITH DUDEK IN THE <br /> NOT-TO-EXCEED AMOUNT OF $76,319; AND ADOPT A RESOLUTION TO <br /> ADOPT A MITIGATED NEGATIVE DECLARATION FOR THE AUGUSTIN <br /> BERNAL MOUNTAIN BIKE TRAIL PROJECT, CIP NO. 20771 <br /> SUMMARY <br /> The project will construct a 0.7-mile downhill-only mountain bike trail from the upper <br /> portion of Augustin Bernal Community Park, through a trail easement across the Golden <br /> Eagle Homeowners Association's property, to the Augustin Bernal Community Park <br /> staging area. The project also includes decommissioning approximately 4,300 linear <br /> feet of existing unofficial user-created trails as well as other mitigation avoidance and <br /> minimization measures required by the Initial Study and Mitigated Negative Declaration <br /> (MND). The draft MND was completed and circulated for review in April/May 2022. <br /> Plans for the Augustin Bernal Mountain Bike Trail Project, CIP No. 20771, were <br /> completed and advertised for bids in November 2022. The advertised construction cost <br /> estimate was $250,000. One bid was received on December 21, 2022. Staff <br /> recommends the City Council award the construction contract to Paulson Cox <br /> Construction, Inc. for the bid amount of$265,217, approve Amendment No. 4 with <br /> Dudek for environmental and construction support services in the amount of $76,319, <br /> and adopt a resolution to adopt the mitigated negative declaration. <br /> RECOMMENDATION <br /> 1. Approve plans and specifications, review the bids, and award the construction <br /> contract for the project to Paulson Cox Construction, Inc. of Concord, CA, in the <br /> amount of$265,217. <br /> 2. Authorize the City Manager to enter into the construction contract. <br /> 3. Adopt a resolution adopting the mitigated negative declaration (see Attachment 1). <br /> 4. Authorize the Director of Engineering to approve and execute any required contract <br /> change order(s) for up to a not-to-exceed amount of$53,000 (approximately 20 <br /> percent of the construction contract) for unforeseen yet necessary related work. <br /> 5. Authorize the City Manager to approve Amendment No. 4 to the professional <br /> services agreement with Dudek in the amount of $76,319. <br />
