6. Transfer $359,026 from the General Trail Improvements and Development, CIP No. <br /> 01737 (Fund 222 — Park Development Impact Fees), to the Augustin Bernal <br /> Mountain Bike Trail CIP No. 20771. <br /> FINANCIAL STATEMENT <br /> The total cost for the Augustin Bernal Mountain Bike Trail Project, CIP No. 20771, <br /> including the design contract, environmental services, environmental mitigation and <br /> construction support services, construction contract, contingencies, etc., is estimated to <br /> be $489,026. CIP No. 20771 was originally budgeted with $130,000. To date, $78,749 <br /> has been expended on design, environmental services, and surveying, as well as other <br /> minor miscellaneous project costs, leaving an available balance of$51,251 for the <br /> project. It is recommended that City Council approve the transfer of$359,026 from the <br /> General Trail Improvements and Development, CIP No. 01737 (Fund 222 — Park <br /> Development Impact Fees — current balance approximately $750,000), to the Augustin <br /> Bernal Mountain Bike Trail Project, CIP No. 20771. This recommendation fully funds the <br /> amount needed to complete the project. Funding and anticipated expenditures are <br /> detailed in Attachment 2. <br /> BACKGROUND <br /> The City identified the Augustin Bernal Mountain bike trail as one of its top trail priorities <br /> during the 2019 Trails Master Plan update process. The trail is intended to provide <br /> mountain bikers with an alternative downhill route to avoid conflicts between hikers and <br /> mountain bikers due to the higher downhill speeds of mountain bikers. <br /> The planned trail is a one-way, 0.7-mile downhill-only winding "technical" mountain bike <br /> trail with banked turns and grade changes extending from the top of Augustin Bernal <br /> Community Park, across a segment of the Golden Eagle Homeowners Association's <br /> property, and down to the park staging area. The trail design is intended to limit erosion <br /> as well as wear and tear from mountain bikes <br /> The project was prioritized during the FY 2019/20 CIP funding process and money was <br /> set aside to design and build the project. The budget for the project was established at <br /> $130,000. Upon review of the potential environmental impacts of the trail, it was <br /> determined that an environmental review was also required for the project. Staff <br /> advertised a Request For Qualifications (RFQ) for the environmental services for the <br /> trail in early 2020. <br /> The City's selection committee ranked Dudek highest among the firms interviewed as <br /> part of the RFQ process. The City Council approved the environmental agreement with <br /> Dudek on August 4, 2020; approved Amendment No. 1 to the agreement on November <br /> 17, 2020, for trail design services; and approved Amendment No. 2 on December 7, <br /> 2021, to provide additional environmental and trail design services. Amendment No. 3 <br /> was approved in August 2022 to extend the terms of the agreement.
