7 <br /> THE CITY OF <br /> CITY COUNCIL AGENDA REPORT <br /> PLEASANTON. <br /> February 7, 2023 <br /> Engineering <br /> TITLE: AUTHORIZE CONTRACT CHANGE ORDER NO. 5 IN THE NOT-TO- <br /> EXCEED AMOUNT OF $300,000 TO THE EXISTING CONTRACT WITH <br /> O'GRADY PAVING, INC. FOR THE ANNUAL STREET RESURFACING <br /> AND PREVENTATIVE MAINTENANCE PROJECT, CIP NO, 22503, FOR <br /> IMPLEMENTATION OF THE PHASE 1 "QUICK BUILD" BICYCLE <br /> IMPROVEMENTS ON WEST LAS POSITAS BOULEVARD BETWEEN <br /> HOPYARD ROAD AND HACIENDA DRIVE <br /> SUMMARY <br /> On November 15, 2022, City Council approved the implementation of the Phase 1 <br /> "quick build" bicycle improvements on West Las Positas Boulevard between Hopyard <br /> Road and Hacienda Drive. The "quick build" improvements will convert the number <br /> three, or shoulder, lanes in each direction into protected bike lanes. Constructing the <br /> "quick build" bike lanes includes pavement striping and installation of delineator <br /> bollards. Before the "quick build" work is accomplished, staff has identified that localized <br /> pavement repairs are required to provide a relatively smooth riding surface for bicyclists. <br /> Looking for the most expedient and cost-effective way to implement the "quick build" <br /> bike improvements, staff discussed the improvements with O'Grady Paving, Inc. which <br /> is currently under contract with the City for the Annual Street Resurfacing and <br /> Preventative Maintenance Project, CIP No. 22503, which was competitively bid and <br /> includes both traffic striping and pavement repair work. Staff recommends the City <br /> Council authorize Change Order No. 5 with O'Grady Paving, Inc. in the not-to-exceed <br /> amount of$300,000 for "quick build" pavement striping and bollard installation, and for <br /> the proposed pavement repairs on West Las Positas between Hopyard Road and <br /> Hacienda Drive. The change order work will include approximately 12,000 linear feet of <br /> pavement striping, installation of approximately 270 delineator bollards, 13,000 square <br /> feet of localized pavement repairs, and adjustment of five existing storm drain inlets and <br /> two storm drain manholes located in the repaired pavement area. The final payment <br /> amount for the work included in Change Order No. 5 will be determined by actual field- <br /> measured quantities and the unit prices from O'Grady Paving, Inc.'s. bid proposal for <br /> the annual paving project contract. <br /> RECOMMENDATION <br /> 1. Authorize Contract Change Order No. 5 in the not-to-exceed amount of$300,000 to <br /> the existing contract with O'Grady Paving, Inc. to implement the Phase 1 "quick <br /> build" on West Las Positas Boulevard, between Hopyard Road and Hacienda Drive, <br /> as a part of the Annual Street Resurfacing Project, CIP No. 22503. <br /> 2. Authorize the transfer of $150,000 in Streets CIP — General Fund (Fund 211), and <br /> $150,000 in Bike and Pedestrian Measure B (Fund 163) from the West Las Positas <br />
