7 <br /> THE CITY OF <br /> IIIIIIIi - 111 111 .1. ® CITY COUNCIL AGENDA REPORT <br /> PLEASANTON <br /> May 17, 2022 <br /> Community Development <br /> Traffic Engineering Division <br /> TITLE: ACCEPT PUBLIC IMPROVEMENTS PERFORMED BY PLEASANTON <br /> UNIFIED SCHOOL DISTRICT FOR THE TRAFFIC SIGNAL MODIFICATION <br /> AND INSTALLATION OF A SECOND SOUTHBOUND LEFT TURN LANE <br /> ON FOOTHILL ROAD AT FOOTHILL HIGH SCHOOL AND APPROVE <br /> REIMBURSEMENT OF $800,000 TO PLEASANTON UNIFIED SCHOOL <br /> DISTRICT FOR THE COMPLETION OF THE SECOND SOUTHBOUND <br /> LEFT TURN LANE TRAFFIC IMPACT FEE PROJECT <br /> SUMMARY <br /> The subject project included the modification of traffic signals at Foothill High School by <br /> moving the traffic signal from the middle driveway to the north driveway and <br /> constructing a second southbound left turn lane to provide increased access into the <br /> school and optimize traffic flow on Foothill Road. The work was performed by <br /> Pleasanton Unified School District's contractors. Construction of the project is complete <br /> and ready for City Council acceptance. <br /> RECOMMENDATION <br /> 1. Accept the project as complete. <br /> 2. Authorize a reimbursement payment in the amount of $800,000 to Pleasanton <br /> Unified School District for the completion of the project (Transportation Development <br /> Fee Project#11 Widen SB Approach) to provide a second left turn lane. <br /> FINANCIAL STATEMENT <br /> The City identified the future need of a second southbound left turn lane to enter Foothill <br /> High School in the 2010 Traffic Impact Fee and retained this project in the 2016 Fee <br /> Update. <br /> The City requested that the Pleasanton Unified School District (PUSD) construct the <br /> additional southbound left turn lane as part of their improvement project and agreed to <br /> assist the School District with cost-sharing for the offsite improvements. This agreement <br /> is outlined in the attached letter from the former City Manager which allows for up to <br /> $800,000 to be paid by the City to PUSD. Additionally, the letter outlines that in return <br /> for this cost sharing, PUSD would grant the City a portion of the property at its District <br /> Office site, necessary for the roadway widening project at the intersection of Bernal <br /> Avenue at First Street/ Sunol Boulevard, rather than the City paying to acquire the <br /> necessary right-of-way. <br />
