The total payment to PUSD is $800,000 from the Traffic Impact Fee fund. <br /> BACKGROUND <br /> The Pleasanton Unified School District submitted plans to the State Architect for the <br /> construction of a new science building at Foothill High School. As part of the science <br /> building approval, the State Architect required that the orientation of the drop off loop be <br /> reversed, to allow for students to be dropped off at the adjacent sidewalk. <br /> Typical drop off loop design routes vehicles so that the passenger side of the vehicle is <br /> next to a sidewalk. This allows the student to exit the passenger side of the vehicle <br /> directly onto the sidewalk. <br /> In 2003 the City constructed a traffic signal at Foothill High School and during that <br /> process reversed the flow of vehicles. This reversal allowed for smoother traffic signal <br /> operation into and out of the parent drop off loop but also resulted in the driver side <br /> being adjacent to the sidewalk, rather than the passenger side. <br /> PUSD informed the City of the State Architect's requirement to reverse the loop in the <br /> winter of 2019 and the City contracted with Hexagon Transportation Consultants to <br /> develop a design that would accommodate the loop reversal and maintain as efficient <br /> traffic movement as possible on Foothill Road during peak periods. The recommended <br /> design included the expansion of the drop off loop area, the closure of the middle <br /> driveway, the relocation of the traffic signal from the middle driveway to the north <br /> driveway, and the addition of a second southbound left turn lane. <br /> The added requirement of the circulation change was not a cost anticipated in PUSD's <br /> project budget for the Science Building, adding approximately $1,600,000 in offsite <br /> improvement costs to PUSD for this project. <br /> DISCUSSION <br /> The City had identified the future need of a second southbound left turn lane into <br /> Foothill High School in the 2010 Traffic Impact Fee Update. This improvement would <br /> have been necessary with or without the reversal of the flow within the drop off loop. <br /> In discussions between the City and PUSD, agreement was reached for the City to pay <br /> $800,000 towards the additional off-site improvement costs associated with the PUSD <br /> project. This agreement covered the estimated $600,000 cost for the southbound left <br /> turn lane and an additional $200,000 in exchange for the land needed from the School <br /> District for the Bernal Avenue at First Street/Sunol Boulevard Second Left Turn Lane <br /> (CIP No. 17556) — a property valuation completed by the City provided an estimated <br /> land value of$200,000. <br /> The Foothill High School project is now complete, and staff recommends acceptance of <br /> the improvements and authorization to pay PUSD the amount of$800,000 as agreed <br /> upon in the attached letter. <br /> Page 2 of 3 <br />
