a <br />THE CITY OF <br />"~ ``'`° CITY COUNCIL AGENDA REPORT <br />PLEASANTON. <br />February 15, 2022 <br />Community Development <br />Planning Division <br />TITLE: CONSIDER APPLICATIONS FOR: 1) MINOR SUBDIVISION APPROVAL <br />TO SUBDIVIDE AN APPROXIMATELY 1.3 -ACRE "L" SHAPED VACANT <br />PARCEL ON THE SOUTHSIDE OF TRENERY DRIVE AND WESTSIDE OF <br />MARTIN AVENUE INTO TWO PARCELS (PARCELS 1/A AND 2/13); 2) <br />PLANNED UNIT DEVELOPMENT (PUD) REZONING AND DEVELOPMENT <br />PLAN APPROVAL TO CONSTRUCT A: A) TWO-STORY HOME AND <br />RELATED SITE IMPROVEMENTS ON PARCEL 1/A; AND B) SINGLE - <br />STORY HOME AND RELATED SITE IMPROVEMENTS ON PARCEL 2/13 <br />AT 3707 TRENERY DRIVE; AND 3) APPROVAL OF A GROWTH <br />MANAGEMENT ALLOCATION <br />SUMMARY <br />The applicant, Terry Townsend, is proposing to subdivide an existing "L" shaped parcel <br />into two parcels for the construction of a two-story home and related improvements on <br />Parcel 1/A and a single -story home and related improvements on Parcel 2/13. Although <br />the subject lot is part of a previously approved PUD, it does not have an approved PUD <br />development plan, which is necessary to establish development standards and uses for <br />development of the lot, and which requires review and a recommendation by the <br />Planning Commission to City Council for action. A Minor Subdivision application is <br />reviewed and approved at staff -level, but in this instance is being processed <br />concurrently with the PUD application. A Growth Management Allocation is also <br />required for the two new residential units. The Planning Commission, at the January 12, <br />2022, public hearing recommended approval of the project subject to conditions of <br />approval. The item is now before the City Council, who may approve, approve with <br />conditions, or deny the applications. <br />PLANNING COMMISSION ACTION <br />On January 12, 2022, the Planning Commission, on a 5-0 vote, recommended approval <br />of the applications based on the project analysis, PUD considerations, and public <br />comments. The Conditions of Approval are provided as Exhibit A in Attachment 1. The <br />Planning Commission agenda report and draft minutes excerpt are included as <br />Attachments 4 and 6. <br />RECOMMENDATION <br />1. Find the project is exempt from environmental review pursuant to the California <br />Environmental Quality Act Guidelines (CEQA). <br />2. Make the PUD considerations for the proposed development plan as stated in <br />the draft ordinance, Attachment 1. <br />
