THE CITY OF 5
"u CITY COUNCIL AGENDA REPORT
pL£ASANTONo
December 21 , 2021
Engineering
TITLE: ACCEPT PUBLIC IMPROVEMENTS PERFORMED BY VSS
INTERNATIONAL, INC. FOR THE ANNUAL SLURRY SEAL OF VARIOUS
STREETS, CIP NO. 21504
SUMMARY
The 2021 Annual Slurry Seal project consisted of applying slurry seal to approximately
1 .5 million square feet of pavement on 58 sections of city streets. Slurry seal is an
application of a thin coat of asphalt/aggregate slurry mixture that seals the road surface.
Slurry seal prolongs the useful life of the road while providing a safe and smooth riding
surface. City Council awarded the $446,000 contract to VSS International, Inc. on July
20, 2021. Construction of the project is now complete, and staff recommends City
Council acceptance of the work.
RECOMMENDATION
1 . Accept the project as complete and authorize the City Clerk to file a Notice of
Completion.
2. Authorize release of the retention in the amount of $23,191 to VSS International, Inc.
30 days after recordation of the Notice of Completion.
3. Authorize the return of the project's unused balance of $154,645 to Gas Tax — Fund
160.
FINANCIAL STATEMENT
Funding for this project totaled $625,000 as outlined in Attachment 1. The expenditures
total $470,355, leaving an unused balance of $154,645. Staff recommends the transfer
of the remaining balance to the Gas Tax — Fund 160.
