BACKGROUND On July 20, 2021, City Council awarded a contract in the amount of$446,000 to the lowest bidder, VSS International, Inc., for the Annual Slurry Seal of Various Streets Project, CIP No. 21504. The project consisted of placing slurry seal on 1.5 million square feet of existing pavement to prolong the useful life of the existing street infrastructure. Slurry seal is an application of a thin coat of asphalt/aggregate slurry mixture that seals the road surface and provides a safe and smooth riding condition. At the time of award, City Council also authorized the Director of Engineering to approve change orders up to the project contingency amount of$66,900. Construction began September 2021 and was completed in October 2021. During the project, the City's on-call contractor, Geocon, Inc., provided materials testing and inspection services for $5,968. DISCUSSION As part of the City's Preventative Maintenance Program, the project is expected to extend the life of the streets by eight to ten years through sealing the street and improving the roadway surface traction. Slurry seal surface treatment extends the life of a street for approximately 20 percent of the cost of the installation of a layer of new asphalt. Sealing streets in relatively good condition is an essential component of the pavement maintenance program as it reduces the formation of cracks and potholes. The slurry seal also prevents water from passing through the surface cracks and from saturating and softening the subgrade soil beneath the street which can cause pavement failure.
