THE CITY OF 8 <br /> - LIMA <br /> CITY COUNCIL AGENDA REPORT <br /> PL£ASANTONC <br /> July 20, 2021 <br /> Engineering <br /> TITLE: APPROVE PROFESSIONAL SERVICES AGREEMENTS FOR ON-CALL <br /> CONSTRUCTION MANAGEMENT, RESIDENT ENGINEERING, AND <br /> INSPECTION SERVICES WITH THE FIRMS OF CARLSON <br /> MANAGEMENT, INC., 4LEAF, INC. AND SWINERTON MANAGEMENT <br /> AND CONSULTING <br /> SUMMARY <br /> The City has a need for construction management, resident engineering, and inspection <br /> services for various projects. City staff advertised a Request for Qualifications (RFQ) <br /> seeking Statements of Qualifications (SO()) from firms interested in providing these <br /> specialized services on an on-call basis, with a submittal deadline of April 2, 2021. In <br /> response, 13 firms submitted SOQs. After reviewing all thirteen statements, staff invited <br /> the top six consultant teams to participate in virtual interviews. Based on each firm's <br /> qualifications, interview performance, and inquiries to their provided references, staff <br /> recommends that City Council award on-call contracts to the top three firms: Carlson <br /> Management, Inc., 4LEAF, Inc. and Swinerton Management and Consulting. The <br /> contract terms are July 20, 2021, to June 30, 2024, with the option for two one-year <br /> extensions if mutually agreed upon. The contracts are capped at an aggregate, not-to- <br /> exceed total amount of$1 million. There is no guaranteed amount of work to any of the <br /> three firms, and there is no guarantee that the total not-to-exceed amount of$1 million <br /> will be expended over the contract period. Work will be assigned based solely upon <br /> recognized need and will be associated with a budgeted Capital Improvement Project. <br /> RECOMMENDATION <br /> 1. Approve professional services agreements with Carlson Management, Inc., 4LEAF, <br /> Inc. and Swinerton Management and Consulting to provide on-call construction <br /> management, resident engineering, and inspection services for a total aggregate <br /> not-to-exceed amount of$1 million between July 20, 2021, and June 30, 2024, with <br /> the option of two one-year extensions. <br /> 2. Authorize the City Manager to execute the professional service agreements. <br /> 3. Authorize the Director of Engineering to approve individual task authorizations up to <br /> $100,000 each, and direct that if an individual task authorization is greater than <br /> $100,000 it be presented to City Council for consideration. <br />
