FINANCIAL STATEMENT <br /> No additional funding is needed to approve these consultant contracts. Funding for <br /> these contracts is budgeted under each individual Capital Improvement Program (CIP) <br /> project approved by the City Council. <br /> BACKGROUND <br /> The City has an ongoing need for construction management, resident engineering, and <br /> inspection services. The types of services needed may include but are not limited to: <br /> managing and overseeing CIP projects during construction, providing construction <br /> management, resident engineering, inspections, construction contract reviews, <br /> constructability reviews, change order analysis, value engineering, construction <br /> estimates, utility and encroachment permit inspections, and private development <br /> inspections. <br /> These services will provide support for engineering services for various City capital <br /> improvement and private development related projects. Since this is a varied and <br /> ongoing need, the City has found the best method for acquiring these services is <br /> through utilization of"on-call" contracts. <br /> On June 7, 2016, the City awarded three-year, as-needed professional services <br /> agreements to Carlson Management, Inc., Swinerton Management and Consulting, and <br /> Ghirardelli, Inc. to provide general on-call construction management and inspection <br /> services. The contract was extended twice and expires on June 30, 2021. To ensure <br /> these types of services are readily available when needed, staff advertised a Request <br /> for Qualifications (RFQ) package on November 7, 2020. The RFQ described the type of <br /> work needed, indicated that the City would be seeking multiple firms to perform the <br /> work, and that the City intended to enter into a three-year, on-call contract with work <br /> assigned on an as-needed basis. <br /> DISCUSSION <br /> A total of 13 civil engineering firms submitted Statements of Qualifications (SOQs) in <br /> response to the request. City staff reviewed the SOQs and invited the six highest-rated <br /> respondents for virtual interviews. A panel of three city staff members familiar with <br /> project needs and types of services conducted interviews with the following six firms: <br /> Pakpour Consulting Group, Inc. Pleasanton, California <br /> Swinerton Management and Consulting Pleasanton, California <br /> 4Leaf, Inc. Pleasanton, California <br /> TRC Concord, California <br /> Zoon Engineering Emeryville, California <br /> Carlson Management, Inc. San Francisco, California <br /> Staff contacted the references provided by each of the six firms to obtain feedback on <br /> past contractual experiences. Based on the ratings of the SOQs, interviews, and <br /> reference inquiries, staff recommends awarding contracts to three firms: Carlson <br /> Management, Inc., 4LEAF, Inc. and Swinerton Management and Consulting.
