6 <br /> THE CITY OF <br /> pL A SJT6 S , CITY COUNCIL AGENDA REPORT <br /> May 4, 2021 <br /> Community Development <br /> Traffic Engineering <br /> TITLE: APPROVE PLANS AND SPECIFICATIONS, REVIEW BIDS, AND AWARD <br /> CONSTRUCTION CONTRACT TO RAY'S ELECTRIC IN THE AMOUNT OF <br /> $695,825 FOR THE BERNAL AVENUE AND NEVADA STREET TRAFFIC <br /> SIGNAL INSTALLATION PROJECT, CIP NO. 17532 <br /> SUMMARY <br /> The project will construct a traffic signal at the intersection of Bernal Avenue and <br /> Nevada Street. Bids were received in March of 2021 and staff is recommending the <br /> award of the construction contract to the lowest responsive bidder, Ray's Electric, in the <br /> amount of$695,825. This project is being completed under the Bi-Annual Traffic Signal <br /> Installation project, CIP No. 17532. <br /> RECOMMENDATION <br /> 1. Approve the plans and specifications for this project. <br /> 2. Review the bids and award the construction contract to the lowest responsive <br /> bidder, Ray's Electric, for the low bid amount of $695,825. <br /> 3. Authorize the City Manager to enter into the construction contract with Ray's <br /> Electric. <br /> 4. Transfer $300,000 from Bi-Annual Traffic Signal Installation, CIP No. 20532, to CIP <br /> No. 17532. <br /> 5. Transfer $63,644 from Annual Intersection Improvements, CIP No. 20541, to CIP <br /> No. 17532. <br /> FINANCIAL STATEMENT <br /> Funding of $332,181 in Gas Tax and Traffic Impact Fee funds is available in CIP No. <br /> 17532. Staff recommends the balance of funding needed for this contract be transferred <br /> from available Traffic Impact Fee funds in Bi-Annual Traffic Signal Installation, CIP No. <br /> 20532 ($300,000) and Annual Intersection Improvements, CIP No. 20541 ($63,644). <br /> The addition of the signalized intersection through this project will result in a slight <br /> increase (approximately $1,500) in annual operation and maintenance costs. Ongoing <br /> funding is available as part of the City's operational line item budget within Traffic <br /> Engineering, for signal maintenance contracts. <br />
