6 THE CITY OF pL A SJT6 S , CITY COUNCIL AGENDA REPORT May 4, 2021 Community Development Traffic Engineering TITLE: APPROVE PLANS AND SPECIFICATIONS, REVIEW BIDS, AND AWARD CONSTRUCTION CONTRACT TO RAY'S ELECTRIC IN THE AMOUNT OF $695,825 FOR THE BERNAL AVENUE AND NEVADA STREET TRAFFIC SIGNAL INSTALLATION PROJECT, CIP NO. 17532 SUMMARY The project will construct a traffic signal at the intersection of Bernal Avenue and Nevada Street. Bids were received in March of 2021 and staff is recommending the award of the construction contract to the lowest responsive bidder, Ray's Electric, in the amount of$695,825. This project is being completed under the Bi-Annual Traffic Signal Installation project, CIP No. 17532. RECOMMENDATION 1. Approve the plans and specifications for this project. 2. Review the bids and award the construction contract to the lowest responsive bidder, Ray's Electric, for the low bid amount of $695,825. 3. Authorize the City Manager to enter into the construction contract with Ray's Electric. 4. Transfer $300,000 from Bi-Annual Traffic Signal Installation, CIP No. 20532, to CIP No. 17532. 5. Transfer $63,644 from Annual Intersection Improvements, CIP No. 20541, to CIP No. 17532. FINANCIAL STATEMENT Funding of $332,181 in Gas Tax and Traffic Impact Fee funds is available in CIP No. 17532. Staff recommends the balance of funding needed for this contract be transferred from available Traffic Impact Fee funds in Bi-Annual Traffic Signal Installation, CIP No. 20532 ($300,000) and Annual Intersection Improvements, CIP No. 20541 ($63,644). The addition of the signalized intersection through this project will result in a slight increase (approximately $1,500) in annual operation and maintenance costs. Ongoing funding is available as part of the City's operational line item budget within Traffic Engineering, for signal maintenance contracts.
