8 <br /> THE CITY OF <br /> - <br /> NM 4=MEN• CITY COUNCIL AGENDA REPORT <br /> L'EASANTONC <br /> January 19, 2021 <br /> Engineering <br /> TITLE: AWARD PROFESSIONAL SERVICES AGREEMENTS FOR ON-CALL <br /> GENERAL STRUCTURAL ENGINEERING AND BRIDGE PREVENTATIVE <br /> MAINTENANCE SERVICES TO BIGGS CARDOSA ASSOCIATES, INC., <br /> AND MOFFATT & NICHOL <br /> SUMMARY <br /> The City has a need for general structural engineering and bridge preventative <br /> maintenance services for various projects. City staff advertised a Request for <br /> Qualifications (RFQ) seeking Statements of Qualifications (SOQ) from firms interested in <br /> providing these specialized services on an on-call basis, with a submittal deadline of <br /> October 16, 2020. In response, seven firms submitted SOQs. After reviewing all seven <br /> statements, staff invited the top five consultant teams to participate in virtual interviews. <br /> Based on each firm's qualifications, interview performance, and inquiries to their <br /> provided references, staff recommends that City Council award on-call contracts to the <br /> top two firms: Biggs Cardosa Associates, Inc., and Moffatt & Nichol. The contract terms <br /> are February 1 , 2021 , to December 31 , 2023, with the option for two one-year extensions <br /> if mutually agreed upon. The contracts are capped at an aggregate, not-to-exceed total <br /> amount of $750,000. There is no guaranteed amount of work to either of the two firms, <br /> and there is no guarantee that the total not-to-exceed amount of $750,000 will be <br /> expended over the contract period. Work will be assigned based solely upon recognized <br /> need and will be associated with a budgeted Capital Improvement Project. <br /> RECOMMENDATION <br /> 1 . Approve professional services agreements with Biggs Cardosa Associates, Inc., and <br /> Moffatt & Nichol to provide on-call general structural engineering and bridge <br /> preventative maintenance services for the aggregate, not-to-exceed total of <br /> $750,000 for services between February 1 , 2021 , and December 31 , 2023, with the <br /> option of two one-year extensions. <br /> 2. Authorize the City Manager to execute the professional service agreements. <br /> 3. Authorize the Director of Engineering to approve individual task authorizations up to <br /> $100,000 each, and direct that if an individual task authorization is greater than <br /> $100,000 it be presented to City Council for consideration. <br /> FINANCIAL STATEMENT <br /> No additional funding is needed to approve these consultant contracts. Funding for <br /> these contracts is budgeted under each individual Capital Improvement Program (CIP) <br /> project approved by the City Council. <br />
