BACKGROUND <br /> The City has an ongoing need for bridge preventative maintenance services and <br /> general structural engineering.The types of work needed may include, but are not <br /> limited to,the Bridge Preventative Maintenance Program (BPMP), bridge inspections <br /> and design, soundwall repair and replacement projects, and general structural projects <br /> for buildings,foundations and/or retaining walls. Since this is a varied and ongoing <br /> need,the City has found the best method for acquiring these services is through <br /> utilization of"on-call"contracts. <br /> On July 16,2013,the City awarded a three-year, as-needed professional services <br /> agreement to Biggs Cardosa Associates, Inc.to provide structural engineering, bridge <br /> preventative maintenance design and bridge design services.The contract was <br /> extended two years on November 3,2016.The current contract,therefore,expired on <br /> June 30, 2018.To ensure these types of services are readily available when needed, <br /> staff advertised a Request for Qualifications(RFQ)package on September 18, 2020. <br /> The RFQ described the type of work needed, indicated that the City would be seeking <br /> multiple firms to perform the work,and that the intention was to enter into a three-year, <br /> "on-call"contract with work assigned on an as-needed basis. <br /> DISCUSSION <br /> A total of seven structural engineering firms submitted Statements of Qualifications <br /> (SOQs)in response to the request. City staff reviewed the SOQs and invited the five <br /> highest-rated respondents for virtual interviews.A panel of three city staff members <br /> familiar with project needs and types of services conducted interviews with the five <br /> firms: <br /> 1. Biggs Cardosa Associates, Inc. <br /> 2. Michael Baker International <br /> 3. Moffatt&Nichol <br /> 4. Peoples Associates Structural Engineers <br /> 5. Quincy Engineering <br /> Staff contacted the references provided by each of the five firms to obtain feedback on <br /> past contractual experiences. Based on the ratings of the SOQs, interviews, and <br /> reference inquiries,staff recommends awarding contracts to two firms: Biggs Cardosa <br /> Associates, Inc., and Moffatt&Nichol. Staff believes these two firms are the most <br /> qualified to provide the required general structural engineering and bridge preventative <br /> maintenance services for fiscal years 2021-23. <br /> The term of the on-call contracts is for three years with the option of two one-year <br /> extensions if mutually agreed upon. <br /> Funding for these contracts will be provided from CIP project budgets for each of the <br /> projects requiring these services as assigned and authorized.When a service is needed <br /> for a project,the selected firms will be requested to submit a detailed proposal,which <br /> defines the scope of work for the project and the fee required to complete the task. <br /> Page 2 of 3 <br />
