THE CITY OF
gli=1. 22
L-EASANTON CITY COUNCIL AGENDA REPORT
January 21, 2020
City Manager
Community Development
TITLE: REVIEW AND DISCUSS JANUARY 2020 AMENDMENTS SENATE BILL 50
(WIENER)
SUMMARY
Senate Bill 50 was introduced by Senator Scott Wiener in late 2018 as part of the 2019
Legislative Session. The bill focuses on relaxing height and density standards around
transit and job centers, in an effort to encourage more housing production. Initial drafts
of the proposed legislation met with significant opposition from communities throughout
the state, including a formal "oppose unless amended" position by the City of
Pleasanton and the Tri-Valley Cities. In June, 2019, the bill became a two-year bill to
allow for additional dialog between the bill's authors and affected stakeholders. On
January 7, 2020, Senator Wiener released an amended draft bill, which includes some
notable changes from the prior draft. This agenda report provides a summary of those
amendments, and outlines the next steps in the legislative process, including staff and
the Tri-Valley Cities' (TVC) efforts to monitor and respond to this new legislation.
RECOMMENDATION
It is recommended that the City Council receive the update on SB 50, as amended in
January 2020. Given the strong likelihood the bill will be further amended in coming
months, and the ongoing collaborative efforts by the Tri-Valley Cities to develop a
coordinated response to SB50 and other 2020 legislation, staff does not recommend the
City Council take a new position on the bill at this time.
FINANCIAL STATEMENT
There are no financial impacts at this time.
