THE CITY OF
CITY COUNCIL AGENDA REPORT 4
pLEASANTON,
June 18, 2019
Engineering
TITLE: 2019-20 ANNUAL ASSESSMENTS FOR LIGHTING AND LANDSCAPE
MAINTENANCE DISTRICTS 1984-1 (PONDEROSA-DEL PRADO), 1993-1
(WINDSOR), 1993-2 (BONDE RANCH), 1994-1 (OAK TREE FARM) AND
1995-1 (MOLLER RANCH)
SUMMARY
The annual assessments for the maintenance of the Lighting and Landscape
Maintenance Districts in the Ponderosa-Del Prado, Windsor, Bonde Ranch, Oak Tree
Farm, and Moller Ranch subdivisions have been calculated for fiscal year 2019-20. All
districts are underfunded as assessments have not been increased since the passage of
Proposition 218 in 1996. This is unsustainable as costs have increased, which has
resulted in the level of maintenance decreasing significantly since the districts were
created. In addition, reserves for capital replacement are virtually non-existent.
Staff has hired a consultant specializing in lighting and landscape maintenance districts
(LMDs), SCI Consulting Group (SCI), to determine appropriate assessments for future
years, perform public outreach to discuss the requirements and potential assessments,
and hold a Proposition 218-compliant vote as is necessary to increase assessments.
Currently, all assessment amounts are proposed to remain unchanged until such
analysis is completed.
RECOMMENDATION
1. Open and hold a public hearing to receive comments regarding the levy of annual
assessments for each of the Lighting and Landscape Maintenance Districts.
2. Adopt a resolution confirming the Engineer's Report, and levying assessments for
each of the Lighting and Landscape Maintenance Districts.
3. Appropriate $11,560 from the applicable City Funds (General Fund, Water Fund and
Sewer Fund) to the respective Lighting and Landscape Maintenance Districts.
FINANCIAL STATEMENT
As required by law, the City will continue to incur a fiscal impact for those parcels that
provide a "general benefit" and are City-owned. To that end, the City will pay $16.62 for
Parcel 946-4563-125 (Del Prado Park); $9,703 for the "general benefit" area along the
Arroyo in District 1984-1 (Ponderosa-Del Prado); $252.91 for Parcel 948-0014-1-39
(water tank site) in District 1993-2 (Bonde Ranch); $1,121.06 for Parcels 941-1803-62
and 941-1801-02 (water tank site and trails staging area) in District 1995-1 (Moller
Ranch); and $465.75 for Parcel 946-4585-044 (sewer lift station) in District 1994-1 (Oak
Tree Farm). These fiscal impacts will be analyzed as part of the review to confirm
