As with last year's total assessments, staff <br /> recommends that this total of $11,560 be appropriated from the General Fund after the <br /> public hearing. <br /> The cost of City administration of these Landscape Maintenance Districts will be paid <br /> from the respective District's funds. <br /> BACKGROUND <br /> The Landscaping and Lighting Act of 1972 ("the Act") authorizes local agencies to <br /> impose an annual assessment on real property benefiting from improvements in order to <br /> pay for constructing and maintaining lighting and landscaping improvements. The <br /> assessments are collected by Alameda County as part of the annual tax bill. <br /> At the meeting of May 21, 2019, City Council approved the updated Engineer's Report <br /> prepared by SCI relating to each respective assessment district and scheduled the June <br /> 18, 2019, public hearing in conformance with the requirements of the State of California <br /> Landscaping and Lighting Act of 1972. <br /> DISCUSSION <br /> As required by the Landscaping and Lighting Act of 1972, the City must levy an annual <br /> assessment to all parcels benefited by their District. The resolutions adopted at the <br /> meeting of May 21, 2019, authorized the City Clerk to give the required notice of public <br /> hearing regarding the levy of proposed annual assessments for the respective Districts. <br /> At the meeting of June 18, 2019, City Council will hear and consider all public comments, <br /> and make modifications if determined to be necessary, to the proposed assessments. <br /> After the close of the public hearing, the Council will, if desired, adopt a resolution <br /> confirming the Engineer's Report and levying assessments for each of the Districts for <br /> fiscal year 2019-20. <br /> Landscape Maintenance District 1984-1, Ponderosa-Del Prado <br /> The Ponderosa Homes subdivision (L & L District 1984-1) has been in place for 35 <br /> years. Maintenance in this District includes the care of masonry walls, trees, shrubbery, <br /> groundcover and irrigation systems along Paseo Santa Cruz, between Corte Santa <br /> Maria and Corte Pacifica. <br /> The overall assessments for the coming year for District 1984-1 (Ponderosa-Del Prado) <br /> will remain unchanged at $16.90 per privately owned parcel, and $16.62 for the one City- <br /> owned parcel. With a total of 344 units, including the City-owned parcel, this amounts to <br /> $5,813.32 in total assessments. This amount provides enough funding for the <br /> maintenance and plant replacement costs in all the special district areas along Paseo <br /> Santa Cruz, including water and electrical costs, County administration fees, and City <br /> administration fees. This amount does not provide adequate funding to cover the <br /> eventual capital replacement cost of irrigation systems, masonry walls, and any <br /> additional emergency repair services or other required improvements. <br /> Page 2 of 6 <br />
