Inclusionary Zoning Ordinance (PMC Ch. 17.44) <br />BACKGROUND <br />TL Partners IV, LP, on behalf of the property owners (the "Applicant") has submitted an <br />application to develop 39 single-family homes on the approximately 154 -acre site, identified by <br />the Happy Valley Specific Plan as Lots 97 and 98 of the Spotorno property. The proposed <br />project, referred to as "The Spotorno Ranch Project (PUD -132)" (the "Development'), includes <br />the construction of 39 one- and two-story single-family residential homes, an open space area <br />within the development, and site improvements, such as streets, trails, and a stormwater <br />detention area on an approximately 31 -acre portion of the site located in the western portion of <br />Lot 98, known as the Spotorno Flat Area. <br />The Applicant is proposing to subdivide and construct 39 residential lots which will range in size <br />from 15,223 sf to 39,494 sf. Homes in the Development are proposed to include five plans <br />ranging in size from 3,206 sf to 4,072 sf. A table indicating the unit sizes is included in the <br />Affordable Housing Agreement. <br />While the project proposes 39 single-family residential homes, the final number of homes to be <br />developed is subject to review by the Planning Commission and approval of the City Council. <br />The project site is surrounded by Alisal Street (west and south), single-family residential uses <br />(north, south, and west), and Westbridge Lane and Faith Chapel of God (south). The western <br />portion of the site is relatively flat while the eastern portion of the site contains hills. Additionally, <br />a wetland area and a windmill are located within the western portion of the site and several <br />agricultural buildings are located in the northeastern area of the property. <br />Page - I - <br />
