THE CITY OF 5 <br /> - • r' "" CITY COUNCIL AGENDA REPORT <br /> pLEASANTON <br /> September 4, 2018 <br /> Police <br /> TITLE: CALIFORNIA OFFICE OF EMERGENCY SERVICES (CaIOES) FUNDING — <br /> STATE OF CALIFORNIA 9-1-1 EMERGENCY COMMUNICATION BRANCH <br /> SUMMARY <br /> The City of Pleasanton Police Department received funding from the California Office of <br /> Emergency Services (CaIOES) to upgrade the five (5) Public Safety Answering Points <br /> (PSAPs) at the City of Pleasanton Police Department. <br /> The majority of the funding will be spent on the Customer Premise Equipment (CPE), <br /> commonly referred to as phone equipment, upgrade for each PSAP. The funding covers <br /> five PSAP positions servicing six phone lines, including three 9-1-1 trunks, one alternate <br /> answering line, one dial backup line, and one Automatic Location Information (ALI) <br /> circuit. The residual funding will be spent in accordance with the CaIOES funding <br /> requirements to reconfigure space to accommodate the five state funded PSAPs, <br /> establish stable and independent power supply for each PSAP, and upgrade voice <br /> recording equipment. <br /> AT&T, a State approved vendor, will perform the installation and maintenance of the <br /> Viper Power 911 phone system. This system is SMS ready in preparation for the <br /> expected state mandate that every PSAP be capable of answering 911 text messages. <br /> RECOMMENDATION <br /> Authorize the Police Department to utilize the State award of $330,000 to upgrade the <br /> Customer Premise Equipment (CPE), upgrade auxiliary equipment, and reconfigure <br /> each PSAP workstation for PSAP operations at the Pleasanton Police Department. <br /> FINANCIAL STATEMENT <br /> The total funding available for use under the guidelines specified by the California 9-1-1 <br /> Emergency Communications Branch (CA 9-1-1 Branch) is $330,000. The Customer <br /> Premise Equipment (CPE) will account for nearly 70% of the funding. The residual <br /> funding will be used to reconfigure the current dispatch center to accommodate the five <br /> PSAPs funded by the State, update power supplies and voice recording equipment. <br /> The utilization of this funding to upgrade equipment will also include an extended CPE <br /> equipment maintenance agreement for year 6 and 7 at no additional cost. The extended <br /> CPE equipment maintenance is valued at $20,409.84. <br />
