BACKGROUND <br /> The California 9-1-1 Emergency Communications Branch (CA 9-1-1 Branch) of CaIOES <br /> monitors all emergency telephone systems to ensure compliance with minimal <br /> operational and technical standards. <br /> This Branch also provides funding to PSAPs throughout the state for expenses <br /> associated with upgrading or replacing the Customer Premise Equipment (CPE), phone <br /> equipment, required to answer 9-1-1 calls and the maintenance expenses required to <br /> keep that equipment functioning properly. In past years CaIOES funding was available <br /> to cover a broad range of equipment utilized by PSAPs such as phone equipment, voice <br /> recorders, computer monitors, and some furnishings. <br /> Based on our call volume, the City of Pleasanton Police Department is currently funded <br /> for 5 PSAP stations. Our current layout has 4 PSAP stations located in the Dispatch <br /> Center and 1 located in a remote location. During a recent audit by CaIOES we were <br /> notified that all 5 stations must be located in the Dispatch Center for us to be in <br /> compliance with state standards and maintain eligibility to receive any future funding <br /> from CaIOES. This upgrade will re-configure the Dispatch Center to include the fifth <br /> PSAP station. <br /> In addition to the need to include the fifth PSAP station in the Dispatch Center, the <br /> landscape is changing as to how PSAPs receive 9-1-1 calls. The traditional landline is <br /> no longer the only way to reach a PSAP operator and many of the 9-1-1 calls received <br /> today originate from cellular phones. Next Generation 9-1-1, also known as NG911, will <br /> provide equality of access to communicate with PSAPs. The full scope of NG911 is <br /> evolving and is expected to be an interconnected system of local and regional <br /> emergency services networks capable of receiving communication in various ways. <br /> Upgrading our PSAPs will move us closer to being capable of receiving alternative <br /> communications such as SMS messages (commonly referred to as "text messages"). It <br /> is expected that the State of California will mandate this capability in the next few years. <br /> CaIOES funding generally occurs every five years. The last funding received by the <br /> Pleasanton Police Department was in 2013 for $372,216.67. Typically, PSAP <br /> equipment is upgraded every 5 years to stay current with technological developments <br /> allowing greater accessibility to the community. This funding is generated through <br /> income from landline phone service which is dwindling in our current society.
