THE CITY OF 4. <br /> fir,1L <br /> ::: u: sola• '__= CITY COUNCIL AGENDA REPORT <br /> pLEASANTON. <br /> August 21, 2018 <br /> Community Development <br /> TITLE: ADOPT A RESOLUTION ADOPTING THE 2017 TRI-VALLEY HAZARD <br /> MITIGATION PLAN <br /> SUMMARY <br /> In response to the requirements of the federal Disaster Mitigation Act of 2000, the cities <br /> of Pleasanton, Livermore, and Dublin and the Dublin San Ramon Services District <br /> (DSRSD) have developed a multi-jurisdiction hazard mitigation plan: the Tri-Valley Local <br /> Hazard Mitigation Plan (Tri-Valley LHMP). This multi-jurisdiction plan represents an <br /> update to each city's component of the prior LHMP, the Association of Bay Area <br /> Government's 2010 Multi-Jurisdictional Local Hazard Mitigation Plan for the San <br /> Francisco Bay Area. <br /> The Tri-Valley LHMP fulfills the five-year plan update requirement for these planning <br /> partners. It identifies resources, information, and strategies for reducing risk from <br /> natural hazards in the Tri-Valley planning area. The plan contains two volumes: Volume <br /> 1 contains components that apply to all partners and the broader planning area; and <br /> Volume 2 contains all components that are jurisdiction-specific. Each planning partner <br /> has a dedicated annex in Volume 2. <br /> The Tri-Valley LHMP was submitted to the California Governor's Office of Emergency <br /> Services (Cal OES) for review on January 22, 2018. Cal OES completed its review and <br /> submitted the plan to the Federal Emergency Management Agency (FEMA) for its <br /> review on February 22, 2018. On March 19, 2018, FEMA completed its review and <br /> determined that the plan meets the requirements of the Disaster Management Act and <br /> is eligible for final approval pending its adoption by each of the Planning Partners. For <br /> multi-jurisdictional plans, FEMA will issue multiple approvals as each Planning Partner <br /> submits its resolution formally adopting the Tri-Valley Hazard Mitigation Plan. <br /> RECOMMENDATION <br /> Staff recommends the City Council adopt a resolution adopting Volume 1, Pleasanton's <br /> portion of Volume 2 and all appendices of the 2017 Tri-Valley LHMP. <br /> FINANCIAL STATEMENT <br /> The adoption of the Tri-Valley LHMP does not have a financial impact to the City. <br /> However, the City must adopt a Local Hazard Mitigation Plan (LHMP) and have it <br /> approved by FEMA in order to be eligible to receive federal hazard mitigation project <br /> funding. The Tri-Valley LHMP includes Recommended Actions that will require staff <br /> resources to complete, such as integration of the LHMP into existing City documents. <br />
