In addition, some Recommended Actions include capital improvements and programs <br /> that will have to be added into future capital improvement project (CIP) budgets. Those <br /> costs are unknown at this time, but will be evaluated as separate projects when costs <br /> are developed as part of future CIP budgets. <br /> BACKGROUND <br /> The City Council's current Work Plan Priorities include Comprehensive Disaster <br /> Planning under the Public Safety category. A specific undertaking related to this goal is <br /> the update of the Local Hazard Mitigation Plan. On November 15, 2016, City Council <br /> authorized a professional services agreement to update the Local Hazard Mitigation <br /> Plan (and the Comprehensive Emergency Management Plan) with the firm Tetra Tech <br /> in partnership with the City of Livermore. The City of Dublin and the DSRSD later joined <br /> Pleasanton and Livermore as Planning Partners for this effort. <br /> Beginning in March 2017, Pleasanton and its Planning Partners began work on the <br /> update, consistent with the requirements of the federal Disaster Mitigation Act of 2000, <br /> with assistance from Tetra Tech. The objective of the Tri-Valley LHMP is to create a <br /> uniform hazard mitigation strategy for the Tri-Valley area to reduce the community's <br /> vulnerability to natural disasters and hazards. A Steering Committee was formed to <br /> prepare the plan and oversee public outreach. The Steering Committee included <br /> representatives from the Planning Partners as well as other interested parties, and all <br /> meetings of the Steering Committee were open to the public. The public review draft <br /> 2017 Tri-Valley LHMP was published for public review in December 2017. The project <br /> website www.tri-valley-hmp.com includes additional information including the draft plan, <br /> background materials, steering committee meeting information, and information on <br /> hazard mitigation planning more generally. <br /> DISCUSSION <br /> The Steering Committee met nine times beginning in March 2017, and developed the <br /> key components of the plan, including goals, identification of public involvement, critical <br /> facilities, a public involvement strategy, and hazard risk ranking. In addition to the <br /> public Steering Committee meetings, public feedback was solicited on three separate <br /> dates at Farmers' Markets in Pleasanton, Livermore, and Dublin. A public survey was <br /> also available on the project website to raise public awareness and solicit feedback to <br /> inform plan development. <br /> The Tri-Valley LHMP demonstrates community commitment to reducing risks from all <br /> hazards and serves as a guide for decision makers as they commit resources to <br /> minimize the effects of these hazards. The plan integrates with the City's existing <br /> documents and policies already in place such as the General Plan, Climate Action Plan, <br /> and Municipal Code. The plan includes a thorough hazard risk assessment, disaster <br /> mitigation priorities, and subsequent mitigation actions and projects for the Planning <br /> Partners. <br /> Page 2 of 4 <br />
