THE CITY OF 5 <br /> CITY COUNCIL AGENDA REPORT <br /> pLEASANTON <br /> July 17, 2018 <br /> Community Development <br /> Planning Division <br /> TITLE: ADOPT A RESOLUTION FOR A PREANNEXATION AGREEMENT WITH <br /> ARTHUR BALIZAN FOR SANITARY SEWER CONNECTION TO AN <br /> EXISTING RESIDENCE LOCATED AT 6409 ALISAL STREET <br /> SUMMARY <br /> Arthur Balizan, property owner of 6409 Alisal Street, is requesting sanitary sewer <br /> service to be established to serve the residence located within the Happy Valley <br /> Specific Plan (HVSP) area outside city limits. Prior to allowing a property located within <br /> the County to connect to the City sanitary sewer system, the City requires the property <br /> owner to enter into a preannexation agreement. If the preannexation agreement is <br /> approved, the City must apply for and receive on the owner's behalf an out-of-area <br /> service agreement from the Alameda County Local Agency Formation Commission <br /> (LAFCo). The Livermore-Amador Valley Water Management Agency (LAVWMA) may <br /> also require approval of the water connection. <br /> FINANCIAL STATEMENT <br /> The property owner would be required to pay all costs associated with extending the <br /> sanitary sewer system, including City, County, and LAFCo, and other agency fees and <br /> permitting costs. <br />
