18 <br /> THE CITY OF <br /> ,e..� <br /> '" CITY COUNCIL AGENDA REPORT <br /> pLEASANTON. <br /> May 1, 2018 <br /> City Manager <br /> TITLE: CONSIDERATION OF APPROVAL FOR THE DRAFT PLEASANTON <br /> COMMUNITY FARM MASTER PLAN AT THE BERNAL PROPERTY <br /> SUMMARY <br /> At the March 21, 2017 meeting, the City Council accepted the design and use concepts <br /> for a Pleasanton Community Farm (Community Farm) to be developed on Sub-Area 7 <br /> and Sub-Area 16 of the Bernal Property Phase II Specific Plan (Specific Plan) and <br /> approved an agreement with Michael Fotheringham of MD Fotheringham Landscape <br /> Architects, Inc., (MD Fotheringham) to prepare a Community Farm Master Plan (Master <br /> Plan) for City Council consideration. The City Council also indicated its intention that <br /> staff develop the Master Plan through a public process using the City's Parks and <br /> Recreation Commission. At a public meeting on April 12, 2018, the Parks and <br /> Recreation Commission approved the Draft Master Plan (Attachment 1) and <br /> recommended its adoption by the City Council. The Parks and Recreation Commission <br /> also provided comments regarding Master Plan amendments, which would enhance the <br /> Community Farm, and these comments and staff's responses to them are detailed in <br /> this report. <br /> Staff will provide an overview of the Draft Master Plan at the May 1, 2018 meeting and <br /> is recommending that the City Council, after considering public comments and staff's <br /> responses to comments made at the Park and Recreation Commission April 12, 2018 <br /> meeting (Attachment 3), consider adoption of the Master Plan with amendments as <br /> deemed appropriate. If the City Council adopts the Draft Master Plan, staff will <br /> incorporate any approved amendments and produce a final Community Farm Master <br /> Plan reflecting these amendments. This report also includes a roadmap for next steps <br /> and staff is recommending City Council direction on this matter. <br /> RECOMMENDATION <br /> Adopt the Draft Community Farm Master Plan, with approved amendments, and direct <br /> staff to prepare the final Community Farm Master Plan document incorporating the <br /> amendments. <br /> FINANCIAL STATEMENT <br /> There is no direct financial impact as result of Master Plan approval. A financial impact <br /> is anticipated as the City moves forward with Community Farm design and funding. <br />
