BACKGROUND <br /> The Bernal Property Phase II Specific Plan approved by the voters on November 7, <br /> 2006, (Specific Plan) includes a land use plan that separates the property into 17 <br /> distinct sub-areas. Two of these sub-areas were designated to facilitate agriculture and <br /> community farming. The sub-areas and their land use designations are as follows: <br /> . Sub-area 7 designation —Agricultural club, agriculture, community vegetable garden, <br /> open space, passive recreation facilities, public utilities, trails; <br /> . Sub-area 16 designation —Agriculture (crops only), community vegetable garden, <br /> open space, passive recreation, public utilities, trails. <br /> Figure 1 Sub-Area Land Use Plan of the Specific Plan identifies the location of these <br /> two specific sub-areas. <br /> Figure 1. Sub-areas 7 and 16 on the Bernal Property <br /> • <br /> ‘ <br /> a <br /> it /t .x <br /> 1s <br /> In consideration of the significant community interest in pursuing a community farm on <br /> these sites, on July 1, 2012, the City approved a Community Grant Recipient <br /> Agreement with Abbie 4-H in the amount of $24,463 for Abbie 4-H to secure <br /> architectural services to prepare a conceptual community farm master plan. That plan <br /> was developed and reviewed by the City Council at its March 21, 2017 meeting during <br /> which the City Council was also informed that there was no longer interest in having the <br /> community farm concept be centered on the raising of livestock. As a result of this and <br /> the City Council's review, it was determined that staff should proceed with developing a <br /> Master Plan that did not include livestock and that the process should proceed through <br /> the City's Parks and Recreation Commission. <br /> Since the City Council's March 21, 2017 action, staff has held the following four public <br /> meetings: <br /> 1. July 13, 2017 —A "workshop" of the Parks and Recreation Commission to receive <br /> public comment and Commission direction regarding the establishment of a mission <br /> statement, goals, potential operational model, design parameters, farm elements, <br /> and public comment. <br /> Page 2 of 8 <br />
