THE CITY OF 1 0 <br /> -�� �..a <br /> — a CITY COUNCIL AGENDA REPORT <br /> pLEASANTON. <br /> May 1, 2018 <br /> Operations Services <br /> TITLE: ADOPT RESOLUTION FOR EARLY PAYOFF OF THE EAST BAY <br /> DISCHARGE AUTHORITY (EBDA) DEBT BY THE LIVERMORE-AMADOR <br /> VALLEY WATER MANAGEMENT AGENCY (LAVWMA) <br /> SUMMARY <br /> The Livermore-Amador Valley Waste Management Authority (LAVMWA) is a Joint <br /> Powers Authority (JPA) comprised of the cities of Livermore and Pleasanton, and the <br /> Dublin San Ramon Services District. At its February Board meeting, the LAVMWA <br /> General Manager suggested that the agencies consider paying off the East Bay <br /> Discharge Authority (EBDA) outstanding debt of$4,373,601. Early payoff would not only <br /> save the agencies future interest costs but would benefit them in negotiation of their <br /> capacity rights, which are directly linked to fixed costs. <br /> RECOMMENDATION <br /> Adopt a resolution for early payoff of the East Bay Discharge Authority (EBDA) debt by <br /> the Livermore-Amador Valley Water Management Agency (LAVMWA). <br /> FINANCIAL STATEMENT <br /> The anticipated payoff amount for Pleasanton would be $1,537,941, however, <br /> Pleasanton's portion of the debt is collected in the wastewater connection fees the City <br /> transmits to Dublin San Ramon Services District (DSRSD). Therefore, Pleasanton's <br /> portion of the debt would be paid from the Regional Wastewater Expansion fund, which <br /> currently has a working capital balance in excess for $50 million. <br />
