THE CITY OF 1 5 <br /> ,\%L-=.3 ILL <br /> '"' -1.11 CITY COUNCIL AGENDA REPORT <br /> pLEASANTON <br /> February 20, 2018 <br /> Operations Services <br /> TITLE: INTRODUCTION OF AN ORDINANCE TO AMEND MUNICIPAL CODE <br /> CHAPTER 14.20, RECYCLED WATER USE FOR LANDSCAPE <br /> IRRIGATION, TO INCLUDE A FAILURE TO COMPLY SECTION AND MAKE <br /> OTHER MINOR AMENDMENTS, AND AMEND MUNICIPAL CODE TITLE <br /> 14, SECTION 14.04.060, USE OF WATER SERVICE, TO DEFINE A NEW <br /> POTABLE WATER WASTE <br /> SUMMARY <br /> Upon functional operation of the City of Pleasanton recycled water distribution system in <br /> 2015, the City's Recycled Water Program has actively engaged identified landscape <br /> irrigation customers along the distribution system for water service conversion in <br /> accordance with Pleasanton Municipal Code (PMC) Chapter 14.20, Recycled Water <br /> Use for Landscape Irrigation. The majority of identified customers have converted or are <br /> cooperating with the water service conversion process. However, the Recycled Water <br /> Program has found limitations to the implementation of PMC Chapter 14.20 in the <br /> context of resistant or nonresponsive customers upon contact for the purpose of <br /> facilitating the water supply conversion of the targeted irrigation meter(s) from potable to <br /> recycled water. The attached Ordinance amends PMC Chapter 14.20 to include a <br /> "failure to comply" section with defined parameters of expected customer cooperation <br /> (Section 14.20.051), and makes minor changes to improve the Chapter's clarity. <br /> Additionally, the Ordinance also amends PMC Title 14, Section 14.04.060, Use of water <br /> service, to define the irrigation of landscapes within the recycled water use area with <br /> potable water as a new water waste, unless exempted from connection by the defined <br /> authorized staff. <br /> RECOMMENDATION <br /> Introduce an ordinance to amend Municipal Code Chapter 14.20 to formally include a <br /> "failure to comply" section and other minor changes for improved clarity, and amend <br /> Municipal Code Title 14, Section 14.04.060, to define the use of potable water through a <br /> dedicated irrigation meter for the irrigation of landscapes within the recycled water use <br /> area as a wasteful potable water use. <br /> FINANCIAL STATEMENT <br /> No expected impact. <br />
